Copies of Surveillance Video

The following is an official request to obtain surveillance footage recorded by fixed cameras inside the hallway lobby of the Buncombe County govt building during the joint City / County meeting held on the afternoon of March 13th from approximately 3pm - 6pm. This footage is germane and relevant to an open and ongoing investigation into the conduct of one Deputy Moody, who made to draw his service revolver on a citizen at an open public forum simply for exercising his First Amendment right to disseminate political speech and asking his local govt for redress of grievances.

    The original file we received from Buncombe Co. Government is called SurveillanceFootage.zip. The file is very large, and even when broken down into subfiles, each file exceeds the size limit for documents and other media that can be uploaded to our site. Additionally, the files come with instructions for how to open / view the footage, which is a bit of a technical process to follow.

     

    These files have been provided to us from Buncombe County Government via their Accellion system – we logged into the system, downloaded the individual Subfiles (including the instructions for using the files), and have uploaded them to our own publicly accessible link on Google Drive at https://drive.google.com/open?id=1GoO__5aSrVFNyxJYI1JN04ytccjBuj0S.

     

    The original file (SurveillanceFootage.zip) “consists of 6 sub-files that need to be downloaded and concatenated to reconstruct the original file.”

    Back in May we switched to a different computer and in the process lost the downloaded files before we were able to get them added to our site. Additionally, it is not simple to follow the instructions on Acellion to successfully open the files, but that’s something we’ll look into too.

     

    We reached out to you about this in the beginning of June, but did not hear back – Could you please resend us access to the “SurveillanceFootage.zip” you sent us through Acellion on May 16?

    Hi Sunshine Request,

     

    we have 3 hours of video from 3 separate cameras… so 9 hours of footage total plus accompanying files that allow you to view the footage. It’s a little under 10gb total. If you have a website, I can attempt to upload it. If you would like to come by to pick up the drive or provide one, I will be here today until noon and from 1-4 this afternoon or the same times tomorrow. Thank you

    Kassi,

     

    If possible would you mind checking with your technical team to ensure that it’s not possible to share this video electronically via Google Drive, Dropbox, etc and if not can you provide a bit more of the technical information as to why it’s too large? However, if uploading the file online somewhere is not possible then we’d be happy to pick it up sometime this week. What days and times work for you?

    Per your request for surveillance footage below; that footage is available now. The file formats are too large to transfer electronically. At this time, one flash drive with that footage is available for a representative of Sunshine Request to pick up from myself at Buncombe County Administration Offices, 3rd floor. Please contact me to confirm time.

     

    Per NCGS § 132-6.2(b) there is a $10.95 material charge for the drive. If you would like to provide a drive of your own, that is also acceptable, although there will be additional time needed to transfer those files.
