(April 2023) Multi-part request for Jackson County, NC Schools: Grades 9-12, Principal licensure status info 07/01/21 – 03/23/23. And School Board ethics policies 03/01/21 – 03/25/23.

Hello again Cora (or Jackson County, NC Schools Records Officer),

I’d like to make a multi-part public records request for the following information under NC Public Records Law.

If such records exists –

A1. Please provide the current Principal Licensure Status for each Principal currently serving students grades 9 - 12.
A2. Please indicate whether each of those Principals had a permanent, continuing NC License on the first day of their principalship.
A3. Please provide the number of Principals who began their principalship WITHOUT a continuing license. (And to clarify – I’d also like to know if ANY Principal began their principalship with a Temporary or Provisional license).

The responsive records requested above are limited to the specific time period of July 01, 2021 through March 23, 2023.

B. Please provide ALL School Board Policies that set forth the requirements of ethical behavior for School Board Members, Superintendents, Principals, and Administrators. The responsive records requested are limited to the specific time period of March 01, 2021 through March 25, 2023.

If any / all of the info requested above is already publicly available online, then please provide a link to where it can be accessed.

I am NOT asking to come in person to inspect, nor to obtain a printed copy of, this electronic record.     I cannot provide any additional information about licensure.
    An (education) employee’s license is not considered a public record the district can disclose. Since the district is limited to disclosing only the G.S. 115C-320 list of information in employees’ personnel files, the licensure website is the option I can offer.

    I’d like to ask for additional clarification. Specifically, as relates to Parts A1- A3. of my public records request. This called for:

    The search link you sent only provides options to search for First Name, Last Name, or License Number. I don’t have that level of info available to me currently — it’s part of the overall records request being made, and I don’t know the name or license # of every principal in Jackson County. (I also assume that the search tool is meant only to find current copies or statuses of licenses). Additionally, the records I’ve requested are during specific periods of time, and I’m asking to know more than just the current status of each license. Therefore, it is not possible for me to locate the responsive records to my request, just by using the link you’ve referenced.

     

    Can you please clarify whether there are responsive records, and if it is impossible for you to complete this public records request as it was originally written? If so, then please specify where its denial is clearly exempted under NC Public Records Law.
