(August 2020) Request for Asheville, NC Police Department personnel rosters on May 30, June 15, and August 06, 2020
Hello City of Asheville, NC Government (and APD),
I'd like to make a public records request for the following information:
1) Please provide the current roster of all Asheville Police Department personnel, including all available public info, such as name, date of hire / promotion / demotion and salary, as of 08/06/20 (or the time the query is run).
2) I would also like to request the same (roster list, and other public information), on May 30th, 2020, and also on June 15th, 2020.

After talking further with our HR department, we have determined there is no way to create this record without extensive staff time spent manually compiling the information to create a record. Therefore, pursuant to N.C. General Statute § 132-6.2 (e), we do not have any records responsive to this request. I encourage the requester to use the Open Data Portal to find current information. They can click on “Department” to sort alphabetically and police employees start on page 62.

We are still working on this request. This request was received before I was in this role and I believe the delay stems from the fact that our HR system does not allow point in time reports, therefore to fulfill this request our staff would need to individually look at each individual APD employee and verify if they were still employed on those two dates. As you know, as outlined in § 132-6.2 e we are not required to create or compile a record that does not already exist. However, we are looking into other avenues to generate this information. I will keep you updated.
For current roster and salary information, that can be found via our Open Data Portal. Clicking on “Department” to sort them alphabetically. Police employees start on page 62.

At this point there is no clarity on the request’s estimated completion date, or what is taking so long for the request to be processed. We assume that this should have been a fairly simple request, but can you please let us know what is the specific reasoning for the delay, and whether that’s on the City’s end, APD, legal, etc. and when it will be completed?
