City contracts using prison labor, and pay rates?

I’d like to request any available data on the City of Asheville contracts that use prison labor. I would also like to know the corresponding pay rates associated with those contracts, and prison labor pay rates. Please provide this data in a machine readable format such as CSV, XML, Spreadsheet, etc.

    The City of Asheville does not own or maintain any prisons or jails. Jailing facilities are maintained by the County.
