Dear Custodian of Records:
Under the North Carolina Public Records Law, G.S. §132-1., I am requesting an opportunity to inspect or obtain copies of electronic records of communication generated from the following county email accounts (both emails received and sent individually and/or CC'd on incoming and outgoing group correspondence) that were saved as drafts, deleted, sent, received, or forwarded between 12:01AM Sunday April 1st through 12:01AM Tuesday April 10th.

If there are any fees for searching or copying these records, please inform me if the cost will exceed $50. However, I would also like to request a waiver of all fees in that the disclosure of the requested information is in the public interest and will contribute significantly to the public's understanding of the use of public tax dollars. This information is not being sought for commercial purposes.
The law requires that you respond to and fulfill this request "as promptly as possible." If you expect a significant delay in responding to and fulfilling this request, please contact me with information about when I might expect copies or the ability to inspect the requested records.
If you deny any or all of this request by withholding records or redacting information from records provided, please provide a written statement citing each specific exemption you feel justifies the refusal to release the information, subject to judicial review and imposition of statutory costs, attorneys' fees and a civil penalty for wrongful denial outlined in the appeal procedures available to me under the law.

Editor’s Note:
The original file we received via the County’s Accellion file sharing site is called “Hughes_Stone.zip“. When opened, this becomes a .pst file that we cannot view without Microsoft Outlook, or exporting the files in some way. If Sunshine users viewing this file DO have Microsoft Outlook, you shouldn’t have any issue opening that file.
At the following Google drive link, we have created a public folder called “Sunshine Request – Hughes / Stone Zip”. https://drive.google.com/drive/folders/1Aw6YVUBTmfdzG2J3869eYLQopt-e2KUS?usp=sharing. This contains two files:
1. The original Hughes-Stone.zip we were sent.
2. Alternate file we’ve created for Mac users, called Sunshine 5-11-18 Hughes_Stone.zip. This contains two MBOX files, one for Mandy Stone, one for Kathy Hughes. If anyone viewing this request is a Mac user, then you will need to import those MBOX files into Apple Mail, using the following instructions: https://support.apple.com/kb/ph22318?locale=en_US. If that doesn’t work, please send us a direct message us on Facebook (https://www.facebook.com/sunshinerequestavl/).
We are trying to find a solution to convert the files to HTML, but haven’t figured that out yet. We’re working on it! 🙂

Thank you for your reply.
We received the “Hughes-Stone.zip” file via the links / login sent to us from [email protected] and [email protected] and accessed via Buncombe County’s Accellion page.
We were able to successfully download the .zip file. However, expanding the zip only creates a .pst file, which we cannot open and the folks at Accellion advise can only be viewed using Microsoft Outlook. We don’t have or use Outlook, but will look into this, and let you know if we have any additional questions.
