(December 2023) Multi-part request for Onslow County, NC DSS: All DSS employee promotions, demotions, transfers, dismissals, separations, disciplinary actions from 11/01/23 – present. And all DSS Director / Deputy director employment contracts.
Good afternoon Susan, Cortina, Sara, Donna (or Records Officer / Custodian(s) of these Records),
Please reply promptly to the following multi-part public records request, which I’m making in accordance with NC Public Records Law. https://www.ncleg.net/enactedlegislation/statutes/html/bychapter/chapter_132.html
** I’m simply requesting an electronic copy of an electronic record, if one exists. I’m NOT asking for the opportunity to come in person to "inspect", nor to obtain a printed copy of, this electronic record. I’m requesting explicitly that any responsive info be provided to me via the electronic medium / electronic format (in which the copy of this record should already exist). If you are unable to fulfill any or all parts of this request, please specifically cite where a reason for denial is justified under NC Public Records Law. **
A1. This request is related to all Onslow County Department of Social Services (DSS) employees, and it should cover the specific time period of 11/01/2023 through the present day [on the date the query is performed].
Please provide each employee’s Name, Title, Salary, as well as designation of “full-time” or “part-time”. Please provide the Dates and Types of each employee’s promotions, demotions, transfers, suspensions, separations, other changes in position classifications, any disciplinary actions, and demotions for disciplinary reasons. Please include a General Description and the Reason for each of these Types of events.
A2. Please provide the electronic copy of the Notice of the Final Decision setting forth the specific acts or omissions for the basis of dismissal due to disciplinary reasons.
B1. Please provide the electronic copy of all past and current employment contracts for Onslow County DSS Director Susan Thigpen. This should include ALL employment contracts for any job positions held with the County since the time they were first employed through the present day.
B2. Please provide the electronic copy of all past and current employment contracts for Onslow County DSS Deputy Director Cortina Hamilton. This should include ALL employment contracts for any job positions held with the County since the time they were first employed through the present day.

I believe you’re saying that neither Susan Thigpen nor Cortina Hamilton have had any employment contract(s) for any job position(s) that they’ve held with the County since the time they were first employed.

subject: RE: Public records request. (December 2023)The report that you mentioned with the SSN’s – I have removed this information and reattached both reports.
These reports cover all of the information that you requested for the period of 11/1/2023 – 12/18/2023 (when the report was pulled).
Name, title, salary, FT/PT is indicated on the public records report. The second report title change in status, indicates any status changes for the period requested. The only changes that occurred during that period were terminations due to resignations and one pay change (which promotion and how much the promotion was is indicated on the report ).
Neither Susan Thigpen nor Cortina Hamilton are under any contracts so there is nothing to provide there.
Can you please advise on what information you are missing?

I’m following up on my last message at 5:11pm. I felt that it was important to alert you right away that you provided me with SSN’s (which was not requested, and so I have removed all of those updates from our website so they are not public).
I would also like to clarify now that my original request asked for the following…since, all of the items I requested don’t seem to have been provided or addressed:
