(December 2025) Request for the University of North Carolina at Chapel Hill: Related to PR and Marketing firms, 01/01/2024 – 11/01/2025.
Good evening Records Officer / Custodian(s) of these Records,
Please reply promptly to the following request, which I’m making in accordance with NC Public Records Law. https://www.ncleg.net/enactedlegislation/statutes/html/bychapter/chapter_132.html
SUBJECT:
(December 2025) Request for the University of North Carolina at Chapel Hill: Related to PR and Marketing firms, 01/01/2024 - 11/01/2025.
MESSAGE:
** The responsive time periods included in my request should cover 01/01/2024 through 11/01/2025.
1. In a Request # 25-901 on your NextRequest platform, someone asked for materials related to the Brunswick Group and their engagement with UNCCH. https://nextrequest.unc.edu/requests/25-901. Your most recent response to that sender indicated responsive documents were posted. However, since they’re not “published” publicly (though you do have the option to do this within the NextRequest platform), no one in the public besides the sender can review those files.
With this in mind. I’d like to submit a request for the following materials prepared by the public relations firm, Brunswick Group, some of which may have been fulfilled in Request #25-901:
A. Executive summary or any prepared presentation from the Brunswick Group.
B. SWOT analyses.
C. Organizational audit.
D. Guidelines on organizational structure, resources, and staffing.
E. Executive summary or summarized recommendations and actions, as recommended by the Brunswick Group.
F. The October 2024 report provided by the Brunswick Group.
2. In a Request # 25-1119 on your NextRequest platform, someone asked you for various records between UNCCH and an agency called “Two by Four”. https://nextrequest.unc.edu/requests/25-1119. The status of this request on your site suggests that it is still “Open” (being worked on) and is not completed yet. However, if any responsive documents have been shared with the sender to this point, they’re not publicly visible. No one in the public besides the sender can review those files.
With this in mind. I’d like to submit a request for the following documents, some of which were requested in Request #25-119:
A. All work products completed by Two by Four for UNCCH including "market research, a comparative analysis, and ... a positioning framework".
B. All invoices and/or records of payment between the university and Two by Four.
C. Survey responses gathered by Two by Four, or a summarized version if one exists.
If possible, please provide all materials in PDF or Excel format.
** I’m simply requesting an electronic copy of an electronic record, if one exists. I’m NOT asking for the opportunity to come in person to “inspect”, nor to obtain a printed copy of, this electronic record. I’m requesting explicitly that any responsive info be provided to me via the electronic medium / electronic format (in which the copy of this record already exists). If you are unable to fulfill any or all parts of this request, please specifically cite where a reason for denial is justified under NC Public Records Law. **
————————————
Please note that by submitting this request, I’m NOT agreeing to pay any potential fees or associated costs related to my request. If it isn’t possible to process the request without incurring fees, then please let me know the itemized potential cost and clear explanations of those charges upfront, and DO NOT proceed until I respond.
By Law I’m not required to provide a name or address to associate with a public records request, but in order to move things along I’d like to clarify that this request is being made by:
Sunshine Request
PO Box 17391
Asheville, NC 28816
The request has been sent solely by me and my email address [email protected] . If anyone other than that email address contacts you to pursue a similar request, it did not come from me. Please do not commingle or treat that as an alteration or cancellation of my request – I intend to continue to pursue my request.
Thank you for your assistance!

Thank you for providing the document above (2025.12.01 _ Sunshine Request _ Response #25-1186.pdf) within my NextRequest account on 12/15/25. I reviewed those files, and will now mark this request as “completed” on our website.
However, I’d like to note that the document you sent me is still “unpublished” (hidden) on your site. You do have the ability to “Publish” it if you choose to do so, as you did with the rest of my request. This is a feature of the NextRequest platform.
I’d like to ask that you please make that document publicly viewable so that anyone in the public searching the requests on your site can view the results. This will save you staff time, as well as avoid having to fulfill duplicated requests.
Thank you.

Your record request #25-1186 has been submitted successfully.
The University processes requests as promptly as possible and, generally, in the order they are received.
Broader and more vague requests (for example, “all documents,” “all names,” or “all emails” covering an indefinite time period) will likely receive a request for clarification prior to any collection or review of records.
Because of the large volume of requests and a legal mandate to review every page to protect confidential information, it often takes time before we can start processing a new request.
We post all public records requests to nextrequest.unc.edu. For more information about the public records process at UNC-Chapel Hill, visit https://nextrequest.unc.edu/
