Hello Mooresville, NC Graded School District (Records Officer),

I'd like to make a multi-part public records request for the following information under NC Public Records Law.

Related to ESSER funding in MGSD:

A. Please provide all ESSER I, II, and III allocation, budget, and spending to date (03/01/2020 - Present day).

B. Please provide all public communication [unspecified] from MGSD with the community from 03/01/2020 - Present day, specifically regarding the use of ESSER funding.

C. Please provide all communications (emails, memos, texts, etc) 03/01/2020 - Present day sent from Senior level administration [unspecified] and the Board of Education, specifically regarding ESSER funding plans.

    Good afternoon,

     

    We estimate it would take a minimum of 50 hours of work. At $20 per hour, that would cost a minimum of $1,000. As previously mentioned, it will take significant hours to pull every email sent from leadership and convert it to the format being requested (PDF). That being said, a majority of the ESSER emails that have been sent within our district are simply NCDPI updates that have been forwarded by our superintendent or finance officer as an FYI, or technical questions from our finance officer to the state. Due to the wording of the request, however, all such emails would need to be included, despite not speaking to MGSD’s ESSER use specifically. The aforementioned emails sometimes include multiple attachments that — according to the request — would also have to be downloaded and included. Due to the anonymity of the request, we cannot ascertain if the requestor wants all of those types of emails or only emails originally generated by “senior administration” and who exactly they are referring to by “senior administration.” With more specifics regarding these two issues, it could possibly cut down the time and, therefore, costs of this request. The individual making this request is also welcome to reach out directly to our district with more specificities so that the emails align with exactly what they are looking for regarding MGSD ESSER funding, as well as to discuss a more efficient manner of sharing the information requested with them.

As previously communicated, we are more than willing to provide the requested information under Part C; however, we need clarification as to the scope of the request or a response as to whether you would like to pay for the significant amount of personpower to pull every email regarding ESSER, as well as put into the format that has been requested.     A. NCDPI has an extensive portal to see each district’s ESSER budgets and actual spending. This link is interactive and is posted on our district website under Community: MGSD ESSER Allotments & Expenditures.

     

    B. Below you will find agendas, as well as a presentation, for meetings where our CFO presented to parents and staff on our ESSER funding, as well as information that has been and is posted to our website or shared via our parent communication system.

    Hello,

     

    We are in receipt of your public records request and have started the process of fulfilling your request. As I am sure you understand, educating children is a calling with many responsibilities that take a considerable amount of time. That being said, we can send you the items requested under A and B by the end of day on March 18, 2022. However, when considering C, due to the general/unspecific nature of the request, it will take a significant amount of time. The district receives information from NCDPI regularly regarding ESSER and often that is forwarded from our Superintendent to staff as an FYI only. In addition, many of those emails from the state have several attachments. Our Chief Finance Officer has hundreds of emails that she has sent to the state simply asking for direction and guidance. That will also take a significant amount of personpower to pull, as well as put into the format that has been requested. If possible, could you narrow this request down or make C more specific? If not, we can send you an estimate for fees incurred due to extensive hours put into this request by personnel as is outlined in NC § 132-6.2. Provisions for copies of public records; fees.
