(February 2024) Request for Western Piedmont Community College [in Morganton, NC]: All “full-time” and “part-time” employees, faculty, staff, their salaries, and compensation, in 2023.

Hi Lisa, Joel, Sandra, Carla, Hope, Anita, Christopher (or WPCC Records Officer / Custodian(s) of these Records),

Please reply promptly to the following public records request, which I’m making in accordance with NC Public Records Law. https://www.ncleg.net/enactedlegislation/statutes/html/bychapter/chapter_132.html

All NC Universities and Colleges are public entities, and their basic salary info is considered a matter of public record as part of the public personnel file of employees. Many NC community colleges have fulfilled a request like mine via email in 1 week, or in many cases 1 day.

** I’m simply requesting an electronic copy of an electronic record, if one exists. I’m NOT asking for the opportunity to come in person to "inspect", nor to obtain a printed copy of, this electronic record. I’m requesting explicitly that any responsive info be provided to me via the electronic medium / electronic format (in which the copy of this record should already exist). If you are unable to fulfill any or all parts of this request, please specifically cite where a reason for denial is justified under NC Public Records Law. **

Please provide a list of all “Full-time” and “Part-time” WPCC employees / faculty / staff, and their salaries, for anyone employed at any point during the period of 01/01/23 - 12/31/23. Please include the following:

1) Employee first / last name
2) Position / Title / Department
3) Date of Hire
4) Salary [this could be an hourly wage, hourly rate, or salary -- whatever payment structure is applicable to the employee]. I’d also like to know the “total compensation received” by the employee in 2023.

Ideally, I’d like to receive the responsive records in an Excel or other machine-readable format. If any / all of this info is already publicly available online, please provide a link to where it can be accessed.

In our experience requesting basic salary data from many entities — we feel it’s likely WPCC might not be able to query the data in the manner requested (on a specific date in time in the past, or “on the first day of every month in 2023”). Most entities seem to only provide this info for current employees, “as of the present day”. We just wanted to mention this possibility for your consideration when making future requests.

It is important that what you are requesting is specific and reasonable, and is an actionable records request. Please specify the exact type of records you’d like to receive, rather than any “possible” or “potential” info that could be searched. Remember that the larger your request, the more time it usually takes to fulfill. Specificity will often help reduce the amount of time needed to process the request.

It is important that a request has a clearly written and complete Subject and Message, and also specifies the Government Entity (or entities), City and/or County, and State to which the request should be sent. If applicable, please also include any responsive timelines for the info that should be requested.

    Per your request, see attached 2023 total compensation of both full-time and part-time employees for Western Piedmont Community College, along with employee titles and hire dates. If there are blanks in the position title cell, that is because they left employment during the year.

     

    I am also providing the base annual salary information for full-time in a separate spreadsheet, but unfortunately to provide that for part-time, it would involve extensive manual work and an additional cost would be incurred.
