Will do, re FY2017 salaries.
We have a form that (not surprisingly) tracks N.C. Gen. Stat. §153A-98 precisely. The problem is that it is not a “public record”, but rather a gleaning of info from the county’s employment records. It takes a *lot* of time to do. We do it because while Chapter 132 only talks of “access” to “public records”, “personnel” is different.
When you asked for name/salary, I can get (I think) that as a report from the County’s accounting software. For a .pdf report from that software, its easy. For a spreadsheet (or database or other machine readable form) from that software, limiting the parameters is not as easy. (At least it is not for me. The software is Tyler Technologies “MUNIS”. I don’t have access to the payroll function, but presuming it is the same as the departmental accounting function I have access to, I don’t get to pick and choose the fields I convert to a spreadsheet. If I hit the “Excel” button, all fields in the account I’m looking at are converted.) So the requested data that would be converted to a spreadsheet or database file would also include “employee deductions for 401(k)”, for example, or “hours of vacation accrued/remaining”. Those items would have to be redacted, since violation of §153A-98 is a crime. FYI, since I’ve done a *lot* of this on employment records this year, we’re working with Tyler on either a new module for MUNIS or alternate software to do this in an automated (I view it as “less painful”) manner.
I’ll email you in shortly with an update (as soon as I get it) from HR and/or Finance.

I’d like to make one edit – The original request asked for all salaries for FY2017. In clarifying the request to you previously, we also included “current salary”. In keeping with the sender’s original request, you can please remove the part about “current salary”, just make sure that the request applies only to FY2017. Thank you!
Can you also please clarify what part of the request is not permitted under N.C. Gen. Stat. Section 153A-98, and what information needs to be redacted, or what the concern is (for example, if there is a particular category of employee that is the concern)?
We’ve asked for employee name, position / title, employment date, and salary for FY2017. As indicated in § 153A-98. Privacy of employee personnel records, section b.
(b) The following information with respect to each county employee is a matter of public record:
(1) Name.
(2) Age.
(3) Date of original employment or appointment to the county service.
(4) The terms of any contract by which the employee is employed whether written or oral, past and current, to the extent that the county has the written contract or a record of the oral contract in its possession.
(5) Current position.
(6) Title.
(7) Current salary.
(8) Date and amount of each increase or decrease in salary with that county.
(9) Date and type of each promotion, demotion, transfer, suspension, separation or other change in position classification with that county.
(10) Date and general description of the reasons for each promotion with that county.
(11) Date and type of each dismissal, suspension, or demotion for disciplinary reasons taken by the county. If the disciplinary action was a dismissal, a copy of the written notice of the final decision of the county setting forth the specific acts or omissions that are the basis of the dismissal.
(12) The office to which the employee is currently assigned.
We also understand this request asks for the information in a spreadsheet format. While we can request specific formats from government entities, we understand that we cannot require them to produce info. in a particular format. We’re happy to post whatever results of the request we may receive.

date: Thu, Jul 12, 2018 at 10:20 PMIt will probably be provided as a .pdf report. Providing as spreadsheet I think requires sending (or more accurately, spending hours redacting, since this involves over 700 employees) information not permitted to be provided under N.C. Gen. Stat. Section 153A-98.
As for which you are requesting, I guess I’m surprised. I’m very used to receiving (and responding to) this request for “all employees earning more than $X” (local newspaper last used $50 or 60,000). I’m not used to dealing with this request for information regarding line deputies and jailers, social workers and clerical staff.
I’m asked our H.R. and Finance folks to provide this info as they can, and it will follow as soon as I receive it.
