(January 2023) Multi-part request for City of Asheville, NC Government: Communications between Consultants and City of AVL, regarding 2021 Asheville Water Rate model. 05/01/2020 – 08/31/2021.

Hello City of Asheville, NC Government (Records Officer),

I'd like to make a multi-part public records request for the following information under NC Public Records Law.

I believe that in May 2021 Asheville City Council approved a new rate model for water for residential, commercial and industrial customers. With this in mind – I’d like to receive all documents produced during Raftelis Financial Consultants, Inc.'s work with the City of Asheville, as well as all communications between City of Asheville staff and Raftelis Financial Consultants, Inc. regarding the adjusted rate model that was defined in 2021.

Please provide all documents [unspecified] and all communications [emails, SMS texts, Google Chat messages, Facebook Messenger] between Raftelis Financial Consultants, Inc. and the City of Asheville. During the specific time period of 05/01/2020 through 08/31/2021. Specifically – I am requesting responsive records only in regard to the 2021 Asheville Water Rate model.

I am not requesting to come in person to inspect, nor to obtain printed copies of, electronic records. In accordance with NC Public Records Law, I’m requesting explicitly that all responsive records be provided via an electronic medium / format (in which the records should already exist), such as an email, file share, google drive folder, mailed flash drive if necessary, etc.

    Hi Allison or NR Officer,

     

    I’m following up regarding [NextRequest #23-18] , first sent to the City on January 09, 2023.

     

    I understand from the last time I followed up with Allison about this request, that it might take some time to fulfill. However, I’ve noticed that it hasn’t moved position (#9) at all on the City’s Communications Queue spreadsheet for 3 weeks.

     

    Other, newer requests we have waiting in the queue, more recent than that one ^^, had not moved for 3 weeks… but have all now moved up in position as of today. It doesn’t make sense to me how that could be possible — unless, newer requests are being processed ahead of #23-18?

     

    Can you please provide a status update or reason for the delay – and the anticipated timeline for completion if that’s possible?

     

    I’ll follow up again in a week if I don’t hear anything else before then.
