During the time period of 04/22/2024 through 07/12/2024. This request is not subject matter or keyword specific. Thank you for your reply.
I don’t know if you’ve ever used the County’s records portal as a regular site user (the way I see the account when I’m logged in) to download a large number of files, but I expect if you did you’d experience the same problem I’m having.
It is not possible for me to download all 777 files in the manner you’ve described. Following the link I was provided to view / download the files — the portal first loads extremely slowly. Once I finally reach the uploads section, there is an option to “Download All” files, with the following note: “This action will download ALL files by opening a new tab for each file. Do you wish to continue?”
Clicking this button does bring up each file in its own separate tab in my web browser, and adds each file to a download queue in the browser. However, after a certain point the downloads stop, and the page freezes. I’m sure this is due to the volume of files, and it is not an issue specific to me and my computer. I’ve tried this process several times, in both Safari and Google Chrome.
Can you please send me a zipped folder, or several zipped folders, either in the portal or via email so that I can download these files? There is no other way currently to download all of those files. I am certain that this is possible for you to provide.

First – I’d like to clarify I’m aware of Sandra’s retirement because Karen told me this while discussing an unrelated request. She said Lundee should be included on future emails, so I was simply acknowledging this above.
On July 26, 2024 the County stated there were over a thousand email records to review. On January 17, 2025 you said: “These emails require legal review based on the likelihood of them containing personnel related information. When I checked last week, the review was 50% complete. I do not have a time frame for completion but will certainly contact you when it is complete.” On February 12, 2025 when I asked for an update on timing, you replied by addressing me as “Adam” (I don’t know who that is). You said: “We are still working on the request. Once it is complete we will certainly notify you.”
On March 04, 2025 I received a note within your records portal stating that the County: “… has reviewed its files and has located responsive records to your request. Please log in to the Public Records Request Center at the following link to retrieve the responsive records. County Records Request – R000141-071924.” This statement does not suggest to me there are more files coming or still to be reviewed. None have been uploaded since. Unfortunately, your portal has no mechanism to indicate how many files there are in the uploads section — but, just looking at the list of files, visually it doesn’t seem there are even hundreds.
Thank you for clarifying 777 files were uploaded. Are there any more files coming?
Additionally. I understand there may be a size limit within your portal, so you’ve chosen to upload every file individually. However, it is unreasonable your system requires users to open 777 individual tabs (if that’s even possible) and individually download every file, one at a time — rather than click a button to download all files at once. I’ve never experienced such an issue with any other government entity fulfilling records requests for emails.
The Public Records Act is intended to provide liberal access to public records. N.C.G.S. § 132-6.2(a) provides that copies must be provided “in any and all media in which the public agency is capable of producing them,” and that “[n]o request for copies of public records in a particular medium shall be denied on the grounds that the custodian has made or prefers to make the public records available in another medium.” As this language demonstrates, I am entitled to receive these documents in digital form where presently they exist in digital form.
The County is capable of providing emails to me as a zipped file or multiple zipped files, in multiple batches if needed, to either A) avoid a size limit within your records portal, or B) to be sent to me via email. You could also just upload the files to a Google Drive or other public link if you’d prefer.
Please let me know how you’d like to proceed.

I must admit, I’m amazed at how astute you are regarding our current staffing, retirements, etc.
As was explained to you on multiple occasions “based on the search criteria, over a thousand emails were returned. Based on the parties involved and the likelihood of the results containing personnel related information, it will require legal review of all records prior to release. Records will be released when the review is complete.”
We are only allowed to release records that are deemed public record. 777 emails were released and uploaded into the GOVQA software for review. It does take some time to load due to the magnitude of the request and the number of records that were returned. We are not able to zip and send files. The software allows files to be accessible via the web without file size limitation, which is the method available.

My apologies for the error. As relates to the email thread above, I do not see any communications from August 23. However, I do see now that in another email thread you did say to me on August 23:

I followed up about this again on November 14, and December 30, and I did not hear back.

Under NC Public Records Law, the County is required to “promptly” process all public records requests. Essentially, this means that if you intentionally delay the fulfillment of a request by allowing it to “sit” until staff has availability to address it, or feels like answering emails, then this could be considered a denial of a request. With this in mind, I want to highlight the court case referenced in item #6 of the following article, posted on the NC Press Association website. On July 19 I submitted a public records request # R000141-071924 to the County via your records portal. On July 26 I received the following message:

On July 29 I replied to clarify — “No, I would not like to narrow my request. There are no keywords or subject matter criteria I wish to provide. Please proceed with the request as written.”
I did not hear back, so I followed up on August 06 to confirm my message was received “… and to confirm that you’re continuing to process my request without delay? If possible, can you please provide an anticipated timeline for the request’s completion? (whether that’s in weeks, months, etc.)”.
I did not hear back, so I followed again on August 13.
As of this writing, I still have not heard back. Therefore, I’m now emailing you all (as you are the custodians of the records I requested), to confirm my request is being processed without delay, and to ask that you please provide an anticipated timeline or date for the request’s completion.
Having made all reasonable attempts to follow up, and having received no response in almost a month – if I don’t hear back in 1 week, I will mark this request as having been “Denied” by the County.
