  1.)   York County adheres to the South Carolina Freedom of Information Act (FOIA), “to ensure that public business be performed in an open and public manner so that citizens shall be advised of the performance of public officials and of the decisions that are reached in public activity and in the formulation of public policy.” ( S.C. Code Ann. § 30-4-15.)

   

  York County Council has enacted Ordinance No. 2109<http://www.amlegal.com/nxt/gateway.dll/South%20Carolina/yorkco/titleiiiadministration/chapter31countypolicies?f=templates$fn=default.htm$3.0$vid=amlegal:yorkco_sc$anc=JD_31.21> by which York County implemented county privacy policies and procedures which limit the collection of personal information to that required by York County, its agencies, boards, commissions, institutions, departments, officials and employees in order to fulfill a legitimate public purpose. The York County Ordinance is intended to protect citizens from an unreasonable invasion of privacy and the release or dissemination of personal information which identifies or describes an individual including name, home address, telephone number, financial status, account or identification numbers and other categories of protected information except for a legitimate public purpose.

   

  2.) The South Carolina Freedom of Information Act requires a response time within 10 business days.

  Good evening FOIA Division, Greg, Lisa, Kevin, Joshua, (or Records Officer / Custodian(s) of these Records),

   

  Please reply promptly to the following public records request, which I’m making in accordance with South Carolina Public Records Law / FOIA / Sunshine Law. My request does not fit into the form on your website, and therefore I am submitting it to you all directly, as I believe you are the primary custodian(s) of these records.

   

  The type of basic salary data I’m requesting is simple to provide, is very commonly produced, and is widely considered a matter of public record as part of the public personnel file of employees. Many entities fulfill requests like this via email in 1 week, and in many cases 1 day.

   

  Please provide the names and salaries of all current York County, SC employees as of the present day [on the date the query is performed]. Please include the following:

   

  1) Employee first / last name
  2) Date of hire
  3) Position / title / department
  4) Salary [including hourly wage, hourly rate, or salary — whichever payment structure is applicable to the employee]

   

  Ideally, I’d like to receive the responsive records in an Excel or other machine-readable format. If any / all of this info is already publicly available online, please provide a link to where it can be accessed.

I’m NOT asking for the opportunity to come in person to “inspect”, nor to obtain a printed copy of, this electronic record.
