(June 2023) Request for Brunswick County, NC Government: Sheriff’s Department. System-level data and totals related to overdoses 04/01/2008 – 05/31/23.

Hi again Meagan (or Brunswick County, NC Records Officer), Emily and Sheriff’s Office CCed,

Please reply promptly to the following public records request, which is being made in accordance with NC Public Records Law.
Ref: https://www.ncleg.net/enactedlegislation/statutes/html/bychapter/chapter_132.html

** I’m simply requesting an electronic copy of an electronic record, if one exists. I’m NOT asking for the opportunity to come in person to "inspect", nor to obtain a printed copy of, this electronic record. I’m requesting explicitly that any responsive info be provided to me via an electronic medium / format (in which the copy of this record should already exist).

I do not have any additional or further clarifying info I wish to provide to narrow this request. If it is unclear, or if you are unable to fulfill any or all parts of this request, please specifically cite where a reason for denial is justified under NC Public Records Law. **

If such a record exists –

A1. Please provide a list of all overdoses [ODs] that the Brunswick County, NC Sheriff’s Office responded to during the specific time period of April 01, 2008 through May 31, 2023. Specifically – I’d only like to know the Date of each OD, and any drug(s) that were involved.

A2. I’d also like to know the total number of ODs that died, and the total number that lived, during the requested time period.

If possible, I’d ideally like to receive all of the responsive records in an Excel or machine-readable format. If any / all of this info is already publicly available online, please provide a link to where it can be accessed.

Please Note: For all items above, I am looking for system-level data only. I am explicitly asking that you DO NOT provide any additional information besides the above. Please DO NOT include the names of victims, names of callers, phone #s, Case #s, ID #s, addresses, or any other personally identifying information about individuals. Sunshine Request (www.sunshinerequest.com) will not fulfill or publish any requests for public safety information specific to a single individual, address, incident / case number, or name.
——————

By submitting this request, I am NOT agreeing to pay any potential fees or associated costs related to my request. If it is not possible to process the request without incurring fees, then please let me know the itemized potential cost (explanations / calculations used to determine those charges) upfront, and DO NOT proceed until I can respond.

By Law I am not required to provide a name or address to associate with a public records request, but in order to move things along I’d like to clarify that this request is being made by:

Sunshine Request
PO Box 17391
Asheville, NC 28816

The request has been sent solely from the email address [email protected] . If anyone other than that email address contacts you to pursue a similar request, it did not come from me or my Team. Please do not commingle or treat that as an alteration or cancellation of my request – I intend to continue to pursue my request.

Thank you for your assistance!

Editor’s Note: Sunshine Request makes no claim as to the veracity of any statements or information contained in any of the requests, or public records, we receive.

Editor’s Note 06/22/23: The submission above has been revised for clarity.

Sunshine Request will not fulfill the following types of requests:

☀️ Requests for public safety information specific to a single individual, address, incident or name.

This includes police reports, calls for service, complaints / incident reports / citations, criminal / arrest type records, or camera footage. We will, on a case by case basis, fulfill public safety related requests that focus on system-level trends and data.

Due to the personal nature of this type of information, we recommend that the sender reach out directly to the appropriate entity for assistance with the request.

☀️ Requests that are incomplete, non-specific, or vague.

While we do proofread requests we receive for general spelling and clarity, we may choose not to fulfill the request if it is incomplete, or it is unclear what specific information the requester hopes to receive. In this case, the sender may rewrite and resubmit the request.

It’s the requester’s responsibility to write the request in a manner that clearly specifies a record that is being requested, and to what government entity it should be sent.

☀️ Requests that are only informational questions, and requests that are not addressed to government entities.

Sunshine Request is a site built to make requests for public records to the government — Public records are recorded information such as documents, government emails, and data sets.

In the interest of preserving our team’s time to focus on the high volume of requests on our site, as well to respect the staff time of government entities fulfilling records requests, Sunshine Request will no longer fulfill “requests” that are just informational type questions for government entities to answer.

We also will not fulfill requests made to non-government entities.

It’s the requester’s responsibility to write the request in a manner that clearly specifies a record that is being requested, and to what government entity it should be sent.

☀️ Code of Conduct
Please do not use Sunshine Request or any of the results of public records requests to harass government entities / employees, businesses, private citizens / individuals, or otherwise.

☀️ Please be specific:

It is important that what you are requesting is specific and reasonable, and is an actionable records request. Please specify the exact type of records you’d like to receive, rather than any “possible” or “potential” info that could be searched. Remember that the larger your request, the more time it usually takes to fulfill. Specificity will often help reduce the amount of time needed to process the request.

It is important that a request has a clearly written and complete Subject and Message, and also specifies the Government Entity (or entities), City and/or County, and State to which the request should be sent. If applicable, please also include any responsive timelines for the info that should be requested.

While we do proofread requests we receive for general spelling and clarity, we may choose not to fulfill the request if it is incomplete, or it is unclear what specific info the requester hopes to receive, or if it violates our policies.

Before submitting a request, please take a moment to review our tips for How to write and make a successful request. If you have additional questions about our site or how to make requests, please check out our FAQs or Policies page.

☀️ Please note that we cannot pay any fees / associated costs related to any of the requests on our site. If it is not possible for a Government Agency to process our request without incurring fees, then it is the responsibility of that Agency to let us know what the potential costs may be — at which point we will ask that they cease processing the request. We will mark the request as “Completed” on our site, and the sender can contact the Government Agency directly, should they wish to further pursue a request.

Thank you for using Sunshine Request!

    Good afternoon,

We sent you everything we have in response to your request pursuant to North Carolina public records law. We have no records responsive to your request prior to 1/8/2017. If we had such records we would have sent them. As for your second question, I did not perform any calculations prior to sending you the records and I will not do so now. I merely sent you the data responsive to your request.

    Best,

    Hi Glenn,

Thank you for providing this information. I’d like to ask for a few additional points of clarification:

    – “A1. Please provide a list of all overdoses [ODs] that the Brunswick County, NC Sheriff’s Office responded to during the specific time period of April 01, 2008 through May 31, 2023. Specifically – I’d only like to know the Date of each OD, and any drug(s) that were involved.”

The spreadsheet you sent includes incidents as far back as 01/08/2017, but not 04/01/2008 as requested. Can you please clarify whether there were any other responsive records? If so, please provide that information. If not, please let me know.

    – “A2. I’d also like to know the total number of ODs that died, and the total number that lived, during the requested time period.”

The spreadsheet has fields for Incident date / time, Incident type, Suspected drug, Other suspected drug, Additional drugs, and Other additional drug. The notes for each “Incident type” indicate some incidents were “non-fatal” and others were “fatal”.

I’ve asked to know the total number of fatal ODs, as well as the total number of non-fatal. To figure this out, I downloaded the file and performed a Command + F  keyword search for the term “non-fatal”. That shows me there may be 579 results. If I search for only the term “fatal”, that yields 653 results (since it includes both fatal and non-fatal). Because there are only 653 incidents on the spreadsheet, and since 579 results include the term “non-fatal”, I’ve concluded this means there were a total of 74 fatal ODs.

I just want to double-check those numbers with you to ensure the totals are correct. Can you please confirm?

    Thank you!
