(June 2025) Request for Gaston County, NC Government: Current Sheriff’s Office employee salaries, command structure and vacant positions. Total number of jail overdoses 01/01/2020 – present day.

Good afternoon Adam, Dandria, Amia, Sheriff Hawkins, (Records Officer(s) / Custodian(s) of these records),

Please reply promptly to the following multi-part public records request, which I’m making in accordance with NC Public Records Law. https://www.ncleg.net/enactedlegislation/statutes/html/bychapter/chapter_132.html

A. Please provide the names and salaries of all current Gaston County, NC Sheriff’s Office employees as of the present day [on the date the query is performed]. Please include the following:

1) Employee first / last name
2) Date of hire
3) Position / Title / Department / Rank. [Please include Detention, Civilian, Narcotics, etc.]
4) Current salary. [Please include hourly wage, hourly rate, monthly wage, or annual salary -- whichever payment structure applies to that employee]

B. Copy of the current command structure, and roster, within the agency.

C. Please provide the total number of positions currently open within each division (on the date the query is performed).

D. Please provide the total number of overdoses [if any] that have taken place in the jail from 01/01/2020 - present day (on the date the query is performed). This should include fatal and non-fatal overdoses, as well as the suspected drug(s) involved. I do not want to receive personally identifying info such as names, ID #s, case #s, etc. Just totals please.

If any / all of this info is already publicly available online, please provide a link to where it can be accessed.

** I’m simply requesting an electronic copy of an electronic record, if one exists. I’m NOT asking for the opportunity to come in person to “inspect”, nor to obtain a printed copy of, this electronic record. I’m requesting explicitly that any responsive info be provided to me via the electronic medium / electronic format (in which the copy of this record already exists). If you are unable to fulfill any or all parts of this request, please specifically cite where a reason for denial is justified under NC Public Records Law. **
————————————

Please note that by submitting this request, I’m NOT agreeing to pay any potential fees or associated costs related to my request. If it isn’t possible to process the request without incurring fees, then please let me know the itemized potential cost and clear explanations of those charges upfront, and DO NOT proceed until I respond.

By Law I’m not required to provide a name or address to associate with a public records request. However, in order to move things along I’d like to clarify that this request is being made by:

Sunshine Request
PO Box 17391
Asheville, NC 28816

The request has been sent solely by me and my email address [email protected] . If anyone other than that email address contacts you to pursue a similar request, it did not come from me. Please do not commingle or treat that as an alteration or cancellation of my request – I intend to continue to pursue my request.

Thank you for your assistance!

    Hi Adam,

    Thank you for clarifying.

As that specific document is now a public record – I just want to note it is misleading to create a document appearing to show that an email was “sent to” a specific address, on a specific date and time — but with no indication that this was actually an email “Draft” that was never sent to me. I would offer the suggestion for the future that such records should indicate they’re a “Drafted Response” or a “Memo” (or something like that), in either the subject of the message, or the title of the file. This way there is no confusion whether an email was ever sent.

I will now mark this request as Completed on our website.

    Thank you for your help.

That email was never sent, to my understanding, as all documentation put together was then forwarded to the County Attorney’s Office for review before dissemination. The information within the email is pertinent to your request however, which is why it was included.

    Thanks,

    Adam

    Hi Adam,

Thank you for your two emails on July 15th. Between the two emails, there are a total of 5 files received.

I did want to ask for clarification on one item:

The file called “Email Response – Sunshine Request.pdf” appears to show a copy of an email sent “From” Jason Davis “To” my email address ([email protected]) on June 20th. However, I did not actually receive such an email. I also do not have such an email in my spam folder. If I had received one from Jason, I would have followed up on June 20th.

Perhaps the issue is that there are ( ‘ ‘ ) marks inserted on either side of the email address, and this caused the message not to be sent?

    Thank you for your help.

And here is the org chart. That should complete the request on our end.

    Good afternoon,

The information you requested has been reviewed and approved for release through the County Attorney’s Office. There are several files attached to this email, and then I’ll be sending the GCSO org chart separately, as it is too large to send with the rest of the files.

    Thanks,

    Adam

I’ve been working with our Human Resources department and the Sheriff’s Office to collect the responsive records for this request.
