Please reply promptly to the following public records request, which I’m making in accordance with NC Public Records Law. https://www.ncleg.net/enactedlegislation/statutes/html/bychapter/chapter_132.html

A. Please provide the total cost of the NC Office of the State Auditor Leadership Retreat held in Boone, NC during the week of April 28 - May 02, 2025. This should include the costs of lodging, per diems, facility space rented, mileage reimbursements, and any additional expenses incurred with State funds.

B. Please provide a copy of the objectives / agenda for the retreat.

C. Please provide the total number of attendees. (I’m not looking for names, just totals).

** I’m simply requesting an electronic copy of an electronic record, if one exists. I’m NOT asking for the opportunity to come in person to "inspect", nor to obtain a printed copy of, this electronic record. I’m requesting explicitly that any responsive info be provided to me via the electronic medium / electronic format (in which the copy of this record already exists). If you are unable to fulfill any or all parts of this request, please specifically cite where a reason for denial is justified under NC Public Records Law. **

    Under NC Public Records Law, your office is required to “promptly” process all public records requests. Essentially, this means that if you intentionally delay the fulfillment of a request by allowing it to “sit” until staff has availability to address it, or feels like answering my emails, then this could be considered a denial of a request. With this in mind, I want to highlight the court case referenced in item #6 of the following article, posted on the NC Press Association website.     Requested Item B. asked that you “Please provide a copy of the objectives / agenda for the retreat.”  The response from Randy was:

    Workshop – Intentionally Great Leadership and Teambuilding for Success

    Facilitator – Dr. Holly Sullenger

     

    May 1-2

    Division specific objectives set by each audit division (ISA, PA, FIN, DA), but included topics such as follow-up discussion on workshop topics, audit planning, timelines, scheduling and resource allocation, discussions on challenges and solutions, active procedures/reporting/planning.

     

    I’d like to ask again that you please clarify whether a copy exists of the actual Objectives or Agendas? In other words — if any meeting “objectives” or “agendas” were emailed / mailed / printed / or physically distributed to attendees, then I’d like to receive a copy of each document.

     

    Please note that an unjustified one-month delay in the production of records is considered tantamount to a denial. Having made reasonable attempts to follow up, and having received no response in almost a month, if I do not hear back by September 25th, I will need to mark this aspect of the request as having been “Denied” by your organization.

    The total expenditures for the OSA Leadership Workshop and Offsite / Leadership Forum, including the workshop, room rental and parking at ASU, break service, and employee expenses (lodging, mileage, per diem) was $19,730.18.
