Good afternoon Amy or Records Officer,
Thank you for your two messages below, on 07/09 at 5:33pm. I reviewed the spreadsheet provided, and will now mark the request as “Completed” on my end.
However, I’d like to address the copyright notices you included in the closure message(s)I received, which stated that the released records are copyrighted, and that I’m not authorized to reproduce, download, or distribute them.
I’d like to ask that the Town reconsiders that language, at least as applies to records like the ones I’ve requested. The information released is basic public employee salary data, which G.S. 160A-168(b) designates a matter of public record, and which any person is entitled to access “for the purpose of inspection, examination, and copying.” North Carolina’s Public Records Law likewise declares public records “the property of the people” (G.S. 132-1(b)) and guarantees the right to obtain and copy them (G.S. 132-6). Separately, factual data such as names and salary figures carries no copyright protection under federal law (see Feist Publications v. Rural Telephone Service, 1991).
Taken together, a blanket statement that a requester may not reproduce or distribute these records isn’t consistent with the law under which they were provided. I recognize this is likely just a standard closure message you send to requesters, rather than a position the Town took on my particular request, and that some public records could contain genuinely third-party copyrighted material warranting caution – But, for public records of this kind (salary data), I’d appreciate it if the Town would revise the closure language so that it doesn’t discourage / confuse lawful use of records by the public.

I submitted the following public records request to your offices on June 12th @ 6:28pm.
(June 2026) Request for Town of Mooresville, NC Government: All employees and salaries. As of the present day.
I have not received a response since submitting the request, other than an auto-reply that said the submission was “received”.
Trial courts have found that an unjustified one month delay in the production of records is tantamount to a denial.
Can you please provide a status update on my request, and please provide an anticipated date for its completion?
I will follow up in 1 week, if I don’t hear anything else.
