This is my third and final attempt to follow up about my public records request, submitted to your offices on March 19:

The last response I received was on July 11: “Your request is not the only one this office has received. It’s difficult to put an exact date on when your request will be completed, but once it is completed it will promptly be sent over.”
I understand you have other requests to process. However, it’s been 5.50 months since my request was submitted, and I’ve asked several times that you please provide some idea as to the timing for the completion of my request. I understand it may not be possible to provide an exact date, but I’d like clarification about where you are in the process of reviewing the responsive records. Are you actively reviewing the records I’ve requested? Or, has this process been delayed (put on hold) for some reason?
I followed up about this again on August 13th, and August 22nd. I did not hear back.
At this point it is unclear how many responsive records were identified, or how many are left to review. Until you can provide some clarity as to where you are in this process, I will need to mark this request as having been “Denied” by your organization.

I understand you might have other requests to process besides mine. However, it has been 5 months since my request was submitted, and I’ve asked several times that you please provide some idea of timing or an anticipated date for the completion of my request. I followed up about this again on August 13th, and did not hear back.
Under NC Public Records Law, your office is required to “promptly” process all public records requests. Essentially, this means that if you intentionally delay the fulfillment of a request by allowing it to “sit” until staff has availability to address it, or feels like answering my emails, then this could be considered a denial of a request. With this in mind, I want to highlight the court case referenced in item #6 of the following article, posted on the NC Press Association website. In this instance: “The trial court held that an unjustified one-month delay in production of records was tantamount to a denial”. http://www.ncpress.com/
