North Fork Dam renovation

Hi,
I'm writing to request details of the North Fork Dam renovation work.

-A bid for construction services was awarded to Phillips & Jordan in October. 2017. What is the total cost of that bid?

-Schnabel Engineering, consulting engineers for the city of Asheville, was hired to help with modeling of weather and environmental conditions. How much did the city spend to retain Schnabel Engineering for its work on the North Fork Dam renovation project?

-Please share the scenarios/modeling, and the outcomes, that Schnable Engineering produced to justify the North Fork Dam renovations. (The models and design parameters are required by the North Carolina Department of Environmental Quality, Dam Safety.)

    Quick follow up question – I just want to be sure that the entire email should end at:

    “From these two (2) alternatives the final approach and design were developed. The option chosen centers on addressing NC Dam Safety requirements, making sure the infrastructure is adequate for the “design storm” and working to reinforce and enhance the existing components to extend the lifespan of the City’s critical infrastructure”

    If there is nothing after that please let me know – I just want to be sure that the email didn’t get cut off on my end.

    Schnabel Engineering, consulting engineers for the city of Asheville, was hired to help with modeling of weather and environmental conditions. How much did the city spend to retain Schnabel Engineering for its work on the North Fork Dam renovation project? per contract #91700303 – Applied Weather Associates was paid $20,700 & Schnabel Engineering was paid $6,300 for the modeling = $27,000

     

    Please share the scenarios/modeling, and the outcomes, that Schnabel Engineering produced to justify the North Fork Dam renovations. (The models and design parameters are required by the North Carolina Department of Environmental Quality, Dam Safety.)

     

    – The original dam was constructed in 1955, based on design guidelines, information and weather statistics available at that time.
    – In 1967, the General Assembly passed the Dam Safety Act and by the 1970s, most of the environmental programs had moved under the combined NC Department of Environmental Quality (NCDEQ).
    – NCDEQ Dam Safety requires that spillways have the capacity to meet the “design storm,” or a site specific probable maximum precipitation.
    – Applied Weather Associates was engaged to evaluate historic weather data and project rainfall events to develop a “design storm.”
    – When Schnabel modelled for the “design storm” under NC Dam Safety’s requirements, utilizing changing weather patterns and updated weather data (since the 1950s), the model indicated that the auxiliary spillway capacity needed to increase.
    – Other areas that were also identified as needing additional investigation and resolution were issues relating to seismic activity and its impact on the stability of the existing dam.
    – Schnabel presented nine (9) alternative solutions to the City of Asheville to address the challenges.  Of the nine alternatives, the City worked with its consulting engineers to further analyze two (2) of the proposed solutions, carefully considering volume of outflow, size and impact of construction, improvements in stability, and costs.
    – From these two (2) alternatives the final approach and design were developed.  The option chosen centers on addressing NC Dam Safety requirements, making sure the infrastructure is adequate for the “design storm” and working to reinforce and enhance the existing components to extend the lifespan of the City’s critical infrastructure
