(November 2020) Request for City of Asheville, NC employee Emails and Text Messages 10/17/20 – 11/01/20

Hi City of Asheville, NC Government,

I'd like to make a public records request for the following information:

Please provide all Emails and Text messages to and from City Council members Deborah Campbell, David Zack, and any APD Command staff [unspecified] during the specific time period 10/17/20 - 11/01/20 concerning the following:

1. Any reduction in public services by APD from 10/17/20 - 11/01/20 due to a reduction in staffing.

2. Disenfranchisement of police officers as a method of defunding the police force. Specifically, any discussion about not replacing officers who are leaving the department.

3. A list of officers who have resigned, as well as their stated reason for exiting the City. [Editor's Note: Based on the request's introduction, we're going to interpret on the sender's behalf that #3 should actually say, "Any discussions related to officers who have resigned from 10/17/20, as well as their stated reason for exiting the City."]

Thank you for your assistance!

Editor’s Note: Sunshine Request makes no claim as to the veracity of any statements or information contained in any of the requests, or public records, we receive.

Editor’s Note 11/03/20: The above submission has been revised. As originally written, the request goes against our Policies, and was not an actionable request for public records that Sunshine Request will fulfill.

Sunshine Request will not fulfill the following types of requests:

☀️ Requests that include profanity, personal statements, opinions, possibly defamatory statements, or other unnecessary info that is not relevant to making a records request.

☀️ Requests that are incomplete, non-specific, or vague.

☀️ Requests that are only informational questions [rather than a specific request for public records], and requests that are not addressed to government entities.

Before submitting a request, please take a moment to review our tips for How to write and make a successful request. If you have additional questions about our site or how to make requests, please check out our FAQs or Policies page.

    Hi Sunshine Request,
My apologies – I forgot to remove the sentence about a link. The four officers (Ian Bradly, Kayla Simpson, William Marshall, and Heather Hine-Wooten) are listed in the sentence that followed. There are no records associated with this information. Sorry again and let me know if you have any questions.
    Best,

    Good afternoon Liz,

Thank you for sending this over! It looks like the link for the list of APD officers that have resigned since October 17, 2020 didn’t make it into your email though. Could you please resend and then I can mark this request as completed?

    Appreciate your help!

    Good afternoon Sunshine Request,
I have completed this search and found no emails on those three topics between October 17 and November 1, 2020. A list of APD officers that have resigned since October 17, 2020 can be found here.

Sworn officers that resigned between 10/17/20 and 11/1/20 are as follows: Ian Bradly, Kayla Simpson, William Marshall, and Heather Hine-Wooten. Pursuant to G.S.§ 160A-168 an employee’s stated reason for leaving is confidential. Since January 1, 2020 the Asheville Police Department has had 70 sworn police officers turn in resignations.

Please let me know if you have any questions.
    Besst,

    Good afternoon Sunshine Request,
This request remains in position 21. Our IT department is experiencing server issues that are preventing me from completing email searches but they anticipate having the issue fixed this week or next. At that time I will go to the building and work on these requests, as I am unable to do them from home due to network security protocols. Thank you for your patience.

Checking in on this request. We’re aware that you said this request will “not be reached for a significant amount of time” and we wanted to let you know we will not be following up again on this request until mid-January.
