This response is in regards to a request that I received last month regarding the “salary/pay adjustment history” for 25 city of Rocky Mount employees.
I have consulted with the city’s Human Resources Department and have been informed that this request will require approximately eight hours of staff time to fulfill.
In accordance with North Carolina General Statute 132-6.2(b), we have a guideline that calls for imposing a “special service charge” for the fulfillment of records requests that require “extensive use of information technology resources or extensive clerical or supervisory assistance.” We define “extensive clerical or supervisory assistance” as exceeding four hours of staff time.
For this request, the estimated special service charge for eight hours of staff time is $297.15, based on the hourly salaries of the two staff members who would be involved in compiling this information. The city requires a deposit of half of this fee, $148.58, before we will proceed with fulfilling this request. The remaining fee would be due when the information that been requested is ready.
