The type of information we are requesting is:

1) Any and all related records* including emails, memorandum,), texts, personal notes (handwritten or otherwise**) and/or other transferable information/data related to the Pitt County, NC “Bid 2025-1 INMATE HEALTH SERVICES” posting process, application receipts, bid processing/evaluation, changes in RFP criteria, selection process and awards decisions and any and all records as related to any and all post-award negotiations with the current vendor either before or after the approval and signing of the contract; authorized or unauthorized county commissioners jail medical services contracts (with staffing patterns attached) including any original vendor bids accepted and approved by the county commissioners, or any bids that changed after the county commissioners’ approval***.

*internal to county entities, or external to non-county entities to include the winning bidder’s electronic, printed or hand written (or otherwise) communications and/or documents and/or data related to the bid process including all; criteria used to decide which vendors to be interviewed before final award was decided

**to include related bid candidate selection committee meeting notes, bidder interview notes/reports and any and all information amongst and/or between committee members or non-committee entities

2) Existing documents/reports as follows:

- Reports of Inmate Death G.S. 153A-225 AND RULE 10A NCAC 14J .1102 since July 1 2020 to present in the PCDC
- Related SBI findings related to such reports on PCDC inmates who died in custody (or died in distress after leaving the PCDC) since July 1, 2020
- IMS Vendor staff backfill report July 1, 2025 – present
- As specified in REQUEST FOR PROPOSALS INMATES HEALTH SERVICES No. 2025-1 (January 31, 2025) under section 6.32 Any and all annual and monthly statistical service metrics and performance reports, as detailed in i) through XiX.
- As specified in REQUEST FOR PROPOSALS INMATES HEALTH SERVICES No. 2025-1 (January 31, 2025) under section 6.41.1 Any and all performance reports, as detailed in Output #1 through Output #15
- As specified in REQUEST FOR PROPOSALS INMATES HEALTH SERVICES No. 2025-1 (January 31, 2025) under section 6.43 minutes and notes from required quarterly PERFORMANCE EVALUATION MEETINGS
- As specified in REQUEST FOR PROPOSALS INMATES HEALTH SERVICES No. 2025-1 (January 31, 2025) under section 6.45 Any and all ISSUE RESOLUTION AND PENALTIES any and all reports and responses
- Clinical staffing hourly times logged for IMS physicians, nurse practitioners, physician assistants or psychiatrist either in-house or through telemedicine from July 1, 2025 through present

We are NOT asking for the opportunity to come in person to “inspect”, nor to obtain a printed copy of, this electronic record. I’m requesting explicitly that any responsive info be provided to me via the electronic medium / electronic format. If you are unable to fulfill any or all parts of this request, please specifically cite where a reason for denial is justified under NC Public Records Law.

1) As written, we find the request to be overly broad:

– It is important what you’re requesting is specific and reasonable. Please specify the exact records you’d like to receive, rather than any “possible” or “potential” info that could be searched.

– When requesting communication records, it’s important to specify the exact type of communications (such as emails, text messages, etc.) being requested, who the communications are “sent to”, “sent from”, or “sent between”, and any specific people / staff / departments etc. that should be included. It’s also important to include a specific date or time period, and any specific subject matter or specific keywords that should be included in the search.

– We recommend limiting communications requests like this to cover a three month time period, or shorter. Remember that the larger the request, the more time it takes to fulfill. If you’d like to request records over a larger time frame, then please include more keywords, to / from addresses etc. to limit the number of responsive records.

– Clarifying this info will help to greatly narrow the scope of the request, and will also reduce the amount of time it takes the Disclosing Agency (as well as our team) to process the request.

2) Additionally. Please note:

We will not fulfill requests for public safety information specific to a single individual, address, incident or name. This includes police reports, calls for service, complaints / incident reports / citations, criminal / arrest type records, case numbers, or camera footage. We will, on a case by case basis, fulfill public safety related requests that focus on system-level trends and data. Due to the personal nature of this type of information, we recommend that the sender reach out directly to the appropriate entity for assistance with the request.

– We just want to note this, since some of that type of info is indicated in your request — particularly, in item 2).

Once our request form reopens (it’s currently “hidden”), please feel free to revise and submit a new request to our website. Please clearly indicate any specific details, subject, message, dates, record types, City / County / State, etc. about the exact public records that are being requested.
