Dear FOIA Officer,

I am writing to request access to records under the Freedom of Information Act (FOIA) regarding the rules and regulations pertaining to the removal of an address from the United States Postal Service (USPS) system, specifically information on opting out of the USPS in relation to operating non-domestically on land and soil jurisdictions.

Specifically, I am requesting:

Copies of the rules and regulations that govern the process for individuals to remove their addresses from the USPS system.
Information on the procedures and requirements for opting out of USPS services.
Clarification on the distinction between "post office" and "postal service" as it pertains to jurisdiction and governance.

If there are any fees associated with processing this request, please inform me in advance. Additionally, if any part of my request is denied, I would appreciate a written explanation detailing the specific statutory exemption(s) being cited.

Looking at the content of the Message vs. the “Start Date / End Date”, it’s unclear to what specific time period the info requested should actually apply. Do you hope to receive all info that exited about this topic at any point from June 2020 through June 2025 (a 5 year period)? Or, would you actually like to receive all currently available info that is up-to-date “as of the present day”?

Remember that the larger the request, the more time it takes to fulfill. Clarifying this info will help to greatly narrow the scope of the request, and will also reduce the amount of time it takes the Disclosing Agency to process the request.

If you are unable to locate the specific info you’re seeking on the USPS various website(s), please feel free to revise and submit a new request through our site. Please clearly indicate any specific details, subject, message, dates, record types, City / County / State, etc. about the exact public records that are being requested.
