Pursuant to the North Carolina Public Records Law (G.S. §132-1 et seq.), I am requesting access to records related to the funding, expenditures, and program oversight of the Juvenile Crime Prevention Council (JCPC) in Buncombe County.
Specifically, I am requesting the following records for the past three fiscal years (or as far back as readily available):
1. Annual JCPC funding allocations from the State of North Carolina, including:
o Total annual funding amounts received
o Required or actual county matching contributions
o Any additional funding from private donors, foundations, or other outside sources
2. A list of all programs funded by JCPC in each year, including the name of the organization or entity receiving funds and the amount awarded.
3. Copies of funding proposals or applications submitted by each program receiving JCPC funds. These should include:
o Program descriptions
o Stated goals and objectives
o Target populations
o Budget breakdowns
4. Any review or scoring documentation used by the JCPC or Buncombe County in evaluating and selecting programs for funding.
5. Policies or guidelines outlining the process for how JCPC funds are awarded, including criteria used for approval and any conflict-of-interest rules governing council members or applicants.
6. Reports or evaluations (other than the year-end reports already available online) that document how performance is assessed for JCPC-funded programs.
If these records are available in digital format, I would prefer to receive them via email. Please let me know if clarification is needed or if any fees apply to this request.

The “fiscal year” is typically a 12 month period, named for the year it ends. A search of Buncombe County’s website shows their fiscal years begin July 01 and end June 30:

FY 2022.   (July 01, 2021 – June 30, 2022)
FY 2023.   (July 01, 2022 – June 30, 2023)
FY 2024.   (July 01, 2023 – June 30, 2024)
FY 2025.   (July 01, 2024 – June 30, 2025)

The sender indicated in the request’s Message that all of the responsive records should apply to “the past three fiscal years (or as far back as readily available)“. We assume that “the past three fiscal years” refers to FY 2022, FY 2023, and FY 2024 specifically. That date range would be July 01, 2021 – June 30, 2024.

However, the sender also indicated in the “Start Date / End Date” section that the time period requested is “March 24, 2022 – March 25, 2025”. That date range would include (some, but not all of) FY 2022, FY 2023, FY 2024, and FY 2025 (as of today’s date, since the FY hasn’t concluded).

We ask that the sender please specifies the exact date range to which all of the requested records should apply.

– It is important what you’re requesting is specific and reasonable. Please specify the exact records you’d like to receive, rather than any “possible” or “potential” info that could be searched. Remember that the larger the request, the more time it takes to fulfill.

– Clarifying this info will help to greatly narrow the scope of the request, and will also reduce the amount of time it takes the Disclosing Agency (as well as our team) to process the request.
