Dear Public Records Officer,

Pursuant to the North Carolina Public Records Law (N.C. Gen. Stat. § 132-1 et seq.), I am requesting access to and copies of any and all text messages sent or received between any members of the Jackson County Board of Commissioners and/or the County Manager from January 1, 2024, to the May 16, 2025..

This request specifically includes:

-Text messages exchanged between two or more County Commissioners
-Text messages between any County Commissioner and the County Manager
-Messages sent or received on government-issued or personal devices, provided they -pertain to public business or official county matters

For each message, please provide:
-Date and time sent or received
-Sender and recipient(s)
-Full content of the message
-Any media or attachments associated with the message

If the records exist in electronic format (such as exports from messaging platforms or screenshots), I request that they be provided in that format, preferably as PDFs or searchable text documents. If there are any costs associated with fulfilling this request, please inform me of the estimated charges prior to processing.

Should any portion of this request be denied, I ask that you cite the specific legal basis for the denial and identify the person responsible for the decision.

1) We don’t know how many records a request like this would potentially include, but due to the 17 month time period and unclear nature of what specific subject matter or keywords are being requested, as written we find the request to be overly broad. 

– It is important what you’re requesting is specific and reasonable. Please specify the exact records you’d like to receive, rather than any “possible” or “potential” info that could be searched.

– When requesting communication records, it’s important to specify the exact type of communications (such as emails, text messages, etc.) being requested, who the communications are “sent to”, “sent from”, or “sent between”, and any specific people / staff / departments etc. that should be included. It’s also important to include a specific date or time period, and any specific subject matter or specific keywords that should be included in the search.

– We recommend limiting communications requests like this to cover a three month time period, or shorter. Remember that the larger the request, the more time it takes to fulfill. If you’d like to request records over a larger time frame, then please include more keywords, to / from addresses etc. to limit the number of responsive records.

– Clarifying this info will help to greatly narrow the scope of the request, and will also reduce the amount of time it takes the Disclosing Agency (as well as our team) to process the request.

2) Please note: Excluding the submission above, our Team will be working to process 4 other recent requests related to Jackson County, NC we received on our site. Some of them have been reviewed and published. Some have not. If you would like to make additional requests to Jackson County, and you have already submitted a request for information that has not yet been published, please do not submit duplicate requests for this information. We are continuing to work through all the new requests on our site as soon as possible.
