Privacy Act Statement. The filing of this document is required for the Foreign Agents Registration Act of 1938, as amended, 22 U.S.C. § 611 et seq., for the purposes of registration under the Act and public disclosure. Provision of the information requested is mandatory, and failure to provide the information is subject to the penalty and enforcement provisions established in Section 8 of the Act.

1) We spent time researching the various Acts / Titles / Codes / Statutes / Sections etc. referenced in the sender’s original message. It was challenging to verify some of those references and then also decipher what specifically is being requested. For example: We could not find a “Section 8” of the Foreign Agents Registration Act of 1938, as amended, 22 U.S.C. § 611 et seq”  (or, of the “Foreign Agents Registration Act”) when searching online.

It would be helpful if you could please provide direct web links or citation references to any specific statutes, “sections”, or language that you’d like to cite, if you feel that citing those is necessary and helps to support the request when it is submitted.

2) Having researched the various Acts / Titles / Codes / Statutes / Sections etc. referenced, it is now unclear whether this request should actually be addressed to the Gaston County [NC Courts] or to the Department of Justice [security division]. Can you please clarify?

3) In regard to Mr. Page. We’ve compared the request’s Subject with the Message, and it is unclear whether this is meant to be a request for an “Anti-Bribery Statement”, a “Privacy Act Statement”, a “Registration Statement”, or all three?

4) “pursuant to Title 18 U.S. Code § 1342, demand/ request for a certified copy of Magistrate`s i.e. Judge `David A Phillips, Christopher F Stadler Anti-Bribery Statement as required by the Foreign Corrupt Practices Act of 1977 (“FCPA”), 15 U.S.C. §§ 78dd-1, et seq., and pursuant to Title 18, Sec. 201. Bribery.”  It is unclear what specifically is being request, and of whom it is being requested. The NC Courts website lists Mr. Stadler as a “District Court Magistrate”. Mr. Phillips is listed as an “Assistant District Attorney” and (if it’s the same person) a “Senior Resident Superior Court Judge”.

Please feel free to revise and submit a new request through our website. Please clearly indicate any specific details, subject, message, keywords, dates, record types, City / County / State, etc. about the exact public records that are being requested. Clarifying this info will help to greatly narrow the scope of the request, and will also reduce the amount of time it takes the Disclosing Agency (as well as our team) to process the request.
