(Note for Sunshine: Please send this request to both the Sheriff’s office and the City. Not to be concerned with other government officials, just those in law enforcement.)

Hello [City of Asheville, NC Police Department] [Buncombe County, NC Sheriff's Department],

I'd like to make a public records request for the following information. The responsive information requested should include the timeline of 01/01/2015 - 03/02/2020:

1. A list of substances tested for.

2. The agency’s policy concerning random testing.

3. Number of random tests for all employees conducted each year for the past 5 years.

4. Number of officers tested while assigned to a drug unit such as BCAT.

5. Number of failed tests.

If the same request was made to both Buncombe County and Asheville City Governments within one request, this is treated as two requests, and it’s possible that one entity’s request statuses could get marked as “Completed,” while the Overall Status of the request is still marked as “Government Processing Request.”

This just means that Sunshine Request is waiting on the rest of the results before we can mark the request as fully “Completed” overall.

    We have seven different drug panels we screen for. We are not willing to disclose the exact panels and that information is not public record.

     

    We have no public records responsive to questions 2-5.

     

     

    The North Carolina Department of Justice has quite a bit of info concerning drug testing for law enforcement in NC and what is required to obtain and
    maintain “certification.”
