You reply that you are waiting on a third party vender to supply information for the request for NCGS 93B required reports Please provide the name and contact information of this vender. Per the relevant statue, BBRD is required to submitted this report by October 1 of each year. Current PRR responses to requests for these reports submitted to agencies and entries that are the statutorily required recipients of said reports stated that none of the required reports have been received by NCDOI Bail Bond Regulatory Division.

Therefore, in addition to the previous request for these reports, were are also requesting the following:

1. The name of the person who declined to submit the required reports to the required agencies.
2. The reason the reports have never been submitted.
3. The number of applicants each year that were denied licensing for reasons other than those specified in NCGS 93B.
4. All denial reasons given to applicants that were not specifically listed as acceptable reasons in NCGS 93B
4. The race of each applicant denied.
5. The number of past and current military applicants denied and the reason for their denial.
6. The process, method and agency or entity used to check each and every applicant's criminal backgrounds, including all methods wherein applicants criminal histories were checked in a P2P law enforcement only database using the "borrowed" password of a law enforcement officer not employed by BBRD and the statutory justification for such use.
7. The extent of any investigation into internal allegations of BBRD illegal and improper accessing of state computers.
8. Reason for the recent termination of any NCDOI HR employee who recommended criminal charges and for immediate termination of those involved in such access.
9. The number of employees terminated per HR's recommendation.
10. Reason for recent termination of any NCDOI HR employee who recommended termination of any NCDOI employee advised of sexual harassment allegations and employment status of accused individual.
11. Understanding that individuals accused of sexual harassment can not be identified, list each and every allegation of sexual harassment made against any DOI employee that DOI determined did not rise to the level of the necessity of disciplinary action or termination.
12. The number of bail bond license applicants who were denied licensing until they were required to pay an additional fine or fee and enter into a Voluntary Settlement Agreement with NCDOI and each and every reason for the denial.
13. The statute that gives NCDOI the authority to enter into a VSA with an applicant not yet under their regulatory authority, and require additional payment from applicant for license approval to be granted.
14. Each and every reason why an additional fee was required before a bail bond license was granted and why this fee rendered an applicant denied a license eligible for licensure.

Editor’s Note 09/02/22: In order to avoid confusion / duplication of requests, the above submission has been marked as “Completed”.

We are actively working with NCDOI to fulfill two similar requests for “… Bail Bond Regulatory Division applicant info 01/01/2017 – present day” , and,  ” …All NCDOI Bail Bond Regulatory Division NCGS § 93B-2 reports as of present day”. Our next scheduled follow ups will be on 09/07. At whatever point the requests have been marked as “Completed”, if the sender would like revise and submit a new request through our website they are encouraged to do so.

Any updates we receive will be posted on our site as soon as we are able.


Sunshine Request will not fulfill the following types of requests:
  • ☀️ Requests that are incomplete, non-specific, or vague.

While we do proofread requests we receive for general spelling and clarity, we may choose not to fulfill the request if it is incomplete, or it is unclear what specific information the requester hopes to receive. In this case, the sender may rewrite and resubmit the request.

It’s the requester’s responsibility to write the request in a manner that clearly specifies a record that is being requested, and to what government entity it should be sent.

☀️ Requests that are only informational questions, and requests that are not addressed to government entities.

Sunshine Request is a site built to make requests for public records to the government — Public records are recorded information such as documents, government emails, and data sets.

In the interest of preserving our team’s time to focus on the high volume of requests on our site, as well to respect the staff time of government entities fulfilling records requests, Sunshine Request will no longer fulfill “requests” that are just informational type questions for government entities to answer.

We also will not fulfill requests made to non-government entities.

It’s the requester’s responsibility to write the request in a manner that clearly specifies a record that is being requested, and to what government entity it should be sent.

☀️ Requests for public safety information specific to a single individual, address, incident or name.

This includes police reports, calls for service, complaints / incident reports / citations, criminal / arrest type records, or camera footage. We will, on a case by case basis, fulfill public safety related requests that focus on system-level trends and data.

Due to the personal nature of this type of information, we recommend that the sender reach out directly to the appropriate entity for assistance with the request.

☀️ Please be specific:

It is important that what you are requesting is specific and reasonable, and is an actionable records request. Please specify the exact type of records you’d like to receive, rather than any “possible” or “potential” info that could be searched. Remember that the larger your request, the more time it usually takes to fulfill. Specificity will often help reduce the amount of time needed to process the request.

It is important that a request has a clearly written and complete Subject and Message, and also specifies the Government Entity (or entities), City and/or County, and State to which the request should be sent. If applicable, please also include any responsive timelines for the info that should be requested.
