Please reply promptly to the following public records request, which is being made in accordance with NC Public Records Law.

Please provide all e-mails and SMS text messages sent between the "Homebound / Home Hospital Services Coordinator" Meredith Franklin and any/all Staff at Sternberger Elementary School, during the time period of 08/21/23 through 08/31/23. Specifically – I’m only requesting correspondence related to Homebound staffing and instruction.
I am NOT asking to receive, and do not want to receive, any confidential or personally identifying information about students, families, case #s, etc. (if that type of info happens to be contained in any of the responsive records).
Ideally, I would like to receive these records in a .PDF format, but I will also accept the responsive records in their native format.
** I’m simply requesting an electronic copy of an electronic record, if one exists. I’m NOT asking for the opportunity to come in person to "inspect", nor to obtain a printed copy of, this electronic record. I’m requesting explicitly that any responsive info be provided to me via the electronic medium / electronic format (in which the copy of this record should already exist).
I do not have any additional or further clarifying info I wish to provide to narrow this request. If the request is unclear, or if you are unable to fulfill any or all parts of this request, please specifically cite where a reason for denial is justified under NC Public Records Law. **

Ideally, I would like to receive these records in a .PDF format, but I will also accept the responsive records in their native format.On Sept. 27 Lane stated in part that “… This records search has returned more than 700 emails that have to be printed and manually reviewed for confidential information. This will take some time to complete. I would estimate a minimum of two weeks…”. As you know there has been much back-and-forth since then, as I’ve continued to follow up to check when the request would be completed. On Feb. 13 Lane stated in part that “… We expect to have this request completed within the week.” On Feb. 19 I received a notification from JustFOIA Notification <[email protected]> , stating that the responsive documents for my request had been released.
I’ve reviewed my request link on your website just now, and it says my request is now “Completed”. There is only 1 .pdf document (containing 3 pages total, and only 4 emails total) posted on your site. I am confused why after 5.50 months processing a request you said contained 700 responsive emails, there is now only 1 small file that has completed the request.
Surely this is a mistake. Can you please clarify?

vabout this request:Although my request indicated that I’d ideally like to receive the records in a .PDF format — it is not necessary, and I don’t need you to compile the records in any special way. I will gladly accept the responsive records in their native format, as this is easiest and simple to compile. Texts and emails are already available to you in their electronic medium, and can be e-mailed to me. I do not want to receive printed copies of emails / texts, and I do not plan to come in person to inspect, nor pick up, printed copies of these types of records. It is an unnecessary barrier and burden on the public to access public records.

Thanks very much for clarifying.
I want to note that we have had several issues in the past getting records requests fulfilled by GCS. Primarily — there are issues and inefficiencies with the way the Next Request Portal is set up. Also, the [email protected] email address continues to throw “bounceback errors” indicating that the address either no longer exists, the mailbox is full, or there is some other issue with that account.
With all that in mind, I just want to make sure that now and in the future, there is some simplified way for the public to submit requests to GCS and to get responses in a timely manner.
I appreciate your help!
I’ll check on this request again next month if I don’t hear anything else in the meantime.

Thank you for your follow-up. We received your previous email and appreciate the additional guidance.
To clarify, the emails have to be printed for review and removal of information that is confidential. This is the method available to GCS for this part of the process.
In addition, the primary records position has been vacant for some time. A new staff member has been hired this week. The email I shared also indicated that this request will require a minimum of two weeks – please note that this is not indicating two weeks as the timeline. Thank you for your patience as we work through as we work through onboarding, printing and reviewing.

Lane had indicated that “This records search has returned more than 700 emails that have to be printed and manually reviewed for confidential information”. I’m assuming you’re still in the process of working on the request, but I feel it’s very important to restate the following to make sure time is not being spent unnecessarily to fulfill the request in a manner that I did not ask.
To restate that message:
Although I would ideally like to receive the records in a .PDF format, it is not necessary, and I don’t need you to compile the records in any special way. I will gladly accept the responsive records in their native format, as this is easiest and simple to compile. Texts and emails are already available to you in their electronic medium, and can be e-mailed to me. I do not want to receive printed copies of emails / texts, and I do not plan to come in person to inspect, nor pick up, printed copies of these types of records. It is an unnecessary barrier and burden on the public to access public records.
** I’m simply requesting an electronic copy of an electronic record, if one exists. I’m NOT asking for the opportunity to come in person to “inspect”, nor to obtain a printed copy of, this electronic record. I’m requesting explicitly that any responsive info be provided to me via the electronic medium / electronic format (in which the copy of this record should already exist).**
