(September 2023) Request for Southwestern Community College, in NC: Follow up requests related to SCC President compensation, vehicle use, and discretionary entertainment funds. 2020 – 2022.
Good Evening Lisa and Tyler (or SCC Records Officer and/or the Custodian of these Records), Nan and Don CCed,
Please reply promptly to the following public records request, which is being made in accordance with NC Public Records Law. https://www.ncleg.net/enactedlegislation/statutes/html/bychapter/chapter_132.html
** I’m simply requesting an electronic copy of an electronic record, if one exists. I am NOT asking for the opportunity to come in person to inspect, nor to obtain a printed copy of, these electronic records. I’m requesting explicitly that any responsive info be provided to me via an electronic medium / electronic format (in which the copy of these records should already exist).
I do not have any further clarifying info I wish to provide to narrow this request. If the request is unclear, or if you are unable to fulfill any or all parts of the request, then please specifically cite where a reason for its denial is justified under NC Public Records Law. **
This is a new [follow-up] records request, related to records previously provided by your office on 09/12/2023:
REF: (August 2023) Multi-part request for Southwestern Community College, in NC: College President Salary and Travel info. 07/01/2022 – present day.
That request was specifically related to the President of SCC, and it asked for:
1. First Name / Last Name
2. Hire Date
3. Current annual salary, and source of funds for salary.
4. List of all raises, and the source of funds used for those raises – from 07/01/2022 through present day (date the query is performed).
5. Mileage log for any college vehicle driven – from 07/01/2022 through present day (date the query is performed).
6. List of all overnight travel destinations, and the cost of travel – from 07/01/2022 through present day (date the query is performed).
7. List of all entertainment and meal expenses – from 07/01/2022 through present day (date the query is performed).
In response, a spreadsheet was sent by Lisa Sizemore on 09/12. A portion of the spreadsheet states that:
“The College provides Dr. Tomas with a vehicle for his travel, and he does not log the mileage.”
“The College provides Dr. Tomas with discretionary entertainment funds as a part of his compensation, so he does not keep receipts nor receive reimbursement for those expenses.”
Follow-up Request #1:
- Please provide the amount of income resulting from the President’s use of the college vehicle that SCC reported to the IRS as part of the President’s compensation for calendar years 2020, 2021, and 2022.
Follow-up Request #2:
- Please identify the source of discretionary entertainment funds provided to the President as part of his compensation.
Follow-up Request #3:

Thanks for your reply.
I just want to clarify —
I am not disputing that the August request you fulfilled was Completed. I did review the results, and you’re correct that I indicated it was marked as “Completed” on September 19th. You fulfilled that request.Sunshine Request is a community project built by PRC Applications (in Asheville, NC). We use our technical skills to help our community through projects that improve the interactions between citizens and government. We built Sunshine Request to make it easier for citizens to make public records requests, turning a complicated government process into a simple form on our site. Our team serves as a proxy between citizens and local government, which allows public records requests to be submitted anonymously.
The September request above is a brand new records request we received recently. Please proceed to fulfill this new request. I’ll follow up again early in November, if I don’t hear anything else before then.
Thank you for your help!
