Under NC Public Records Law, you are required to produce these records to me, as I’ve submitted the request to you directly and Steven is also the custodian of that record (as pertains to himself) and is required to produce it.
It is not legally permissible for you to demand that I now resubmit my request via your PDF form (your preferred method). This may be a county “policy”, but it is not a legal requirement of requestors.
I submitted the request to you via email nearly one month ago, and your unjustified delay in the production of those records or replying to my email is considered by trial courts to be tantamount to a denial.
I’ll state the request again:

The Town’s Public Records Request form can accommodate any type of request, whether it’s detailed or very simple. In this case, entering a short description such as “Copy of Deputy Manager Denton’s contract” would be more than sufficient and can easily be submitted through the form in just a few minutes.
The Town’s adopted Public Records Request Policy, in accordance with NC G.S. § 132‑6(c), requires that all requests be submitted through the official portal so they can be logged, tracked, and processed in a consistent and transparent manner. This helps us make sure every requester is treated equally and that all requests are handled promptly.
Once the form is submitted, the Town will move forward right away with processing the request, as it has done for others who have requested the same record.

I submitted the following public records request to your offices on September 19th:
(September 2025) Request for Town of Stanley, NC Government: Deputy Town Manager employment contract as of 08/12/2025.I have not received a response since submitting the request, nor to my follow up email about this on October 6th.
Under NC Public Records Law, your office is required to “promptly” process all public records requests. Essentially, this means that if you intentionally delay the fulfillment of a request by allowing it to “sit” until staff has availability to address it, or feels like answering my emails, then this could be considered a denial of a request. With this in mind, I want to highlight the court case referenced in item #6 of the following article, posted on the NC Press Association website.
