Hello Mecklenburg County Code Enforcement (or Mecklenburg County, NC Records Officer):
I’d like to make a public records request for the following information under NC Public Records Law

If such a record exists – Please provide a list of all plumbing permits pulled with Mecklenburg County NC Code Enforcement, by Jim A Ferguson ( License # 23698 , X34128 ) from October 01, 2022 through March 15, 2023. Please include the addresses and permit numbers.
If any / all of this info is already publicly available online, then please provide a link to where it can be accessed.
** Please Note: I am simply requesting an electronic copy of an electronic record, if one exists. I am NOT asking to come in person to inspect this electronic record. I’m requesting explicitly that any responsive info be provided to me via an electronic medium / format (in which the copy of this record should already exist).

There is no Mecklenburg County public record that exists as you requested. Please refer to GS-132-6.1 attached. Our goal is to help people find the information they need is it exists as a standing public record or records, but unfortunately I cannot provide that in this case because there is no existing record for your request under GS-132-6.1.
However, I would recommend that you contact Wendell Dixon (980-314-3123), Manager of Documents and Inspections, with your Code Enforcement specific questions since there may be a way to find the information via Code Enforcement’s database.
Mecklenburg County has a digital public records request portal located at https://pi.mecknc.gov/Services/Public-Records-Requests — typically requests entered at this portal go into process the same business day. I’d suggest using this portal for your future requests, although it is not required under the law.
If you’d prefer to discuss your request with our Compliance Attorney, I’d be happy to provide that contact information, or I can forward your request to them for review. The County is closed until Monday, April 10 for the holiday.

The web portal link you referenced only provides options to fill out the following search fields: ” From Date, To Date, Permit Number, Street Number, Street Name, Direction, Type, Unit Number, City Name, Parcel ID “

The only information I have available to me is the person”s name, possible license numbers, and date range. What I’m requesting is a list of addresses and permit numbers. Therefore, it is not possible for me to locate that specific information just by using the link you’ve referenced.
It occured to me to try filling out the fields for the Start and End date only — “10/01/2022” and “03/15/2023”. This yielded what looks to be hundreds of results. So… I did a “Command + F” search on that page to find any files that might have ” 23698 ” or ” X34128 ” in the name. There were no results.
Can you please clarify whether there are any responsive records, and if it is impossible for you to complete this public records request as it was originally written? If so, then please specify where its denial is clearly exempted under NC Public Records Law.

Building code records can be found online and don’t require a formal records request. In accordance with North Carolina Department of Cultural Resources G.S. §153A-373, Mecklenburg County Code Enforcement department keeps complete, and accurate records that pertain to the building process for a period of six (6) years.
