Asheville City Schools purchase of ICS Equity program

Hello!

I would like to know how much money Asheville City Schools spent to consult and implement the ICS Equity program. I think it was adopted by former Superintendent Pamela Baldwin in 2016/17, but I would like to request to know the following:

1. How much did the district pay for the program and/or consulting initially
2. How much does the district continue to pay
3. How much is the overall total cost to the district for ICS?

    I hope all is well. This is a response on behalf of Dr. Denise Patterson, Superintendent of Asheville City Schools.

     

    Asheville City Schools has received your public records request. In accordance with North Carolina General Statutes § 115C-320 and based on the information you have requested, please find Asheville City Schools’ information regarding Integrated Comprehensive Systems (ICS):

     

    In 2016, Asheville City Schools began vetting potential equity partners, including local and national groups.

     

    Since December 2016, Asheville City Schools has spent $105,684.45 for Integrated Comprehensive Systems for Equity.

     

    This can be broken down by:

     

    Travel: $26,6849.45

     

    Professional Development: $51,000
    This equates to 12 full days.

     

    As part of their Professional Development Sessions, Dr. Colleen Capper and Dr. Elise Frattura have led training on the ICS Frameworks. Specifically, in August 2017, they led each school’s equity team, the district equity team and presented to all Asheville City Schools staff members. In the summer of 2017, they also trained all new ACS leadership. In 2018-2019, they trained all school and district equity teams on the Co-plan/Co-serve model and led a face-to-face training for all new principals and assistant principals in the Fall of 2018.

     

    Onsite Support: $23,500
    This equates to six full days.

     

    Dr. Capper and Dr. Frattura visit Asheville City Schools at least four times a year. During their visit, they meet with each school’s equity team to provide coaching and support. Additionally, beginning in 2018-2019, their visits included meeting with the District Equity Team.

     

    ICS Equity Modules: $4,500

     

    Additionally, please understand that, unlike the title of your previous piece, Asheville City Schools does not have the worst achievement in the state. Based on 2015 data, we have the worst achievement gap amongst white and black students; however, our overall achievement is quite high. Additionally, our discipline gap has not widened. From 2016-2017 to 2017-2018, our overall discipline referral rates decreased, and the gap between white and black students remained the same.
    We will continue to review and fully respond to public records requests to the extent permitted by North Carolina General Statutes § 115C-320.
