Hello City of Asheville, NC Government (and APD),

I'd like to make a public records request for the following information:

1) Please provide the annual tactical team reports and equipment inventories for the Asheville Police Department for the years 2018, 2019 and, if available, 2020.

2) Also, please provide any equipment received through federal programs, including, but not limited, to the 1033 military surplus program. Please provide the most responsive records for 2018, 2019, and 2020.

2) Also, please provide any equipment received through federal programs, including, but not limited, to the 1033 military surplus program. Please provide the most responsive records for 2018, 2019, and 2020.

    There are no responsive records regarding inventories as they are not subject to public record because they contain police tactical information pursuant to NCGS 132.

     

    As to the second part of the request, the Asheville Police Department does not have, or intends to acquire, any surplus military assets.

    At this point there is no clarity on the request’s estimated completion date, or what is taking so long for the request to be processed. Can you please let us know what is the specific reasoning for the delay, and whether that’s on the City’s end, APD, legal, etc. and when it will be completed?

    Hello Sunshine Requests,

     

    The Buncombe County Sheriff’s Office does not participate in the 1033 program. We have a number of DOJ grants that help fund
    our Patrol functions, but that funding does not go toward any “military surplus equipment.”

     

    The definition of tactical is “relating to or constituting actions carefully planned to gain a specific military end.” we do not have any special units or divisions that fit that definition.
