(August 2020) Request for Asheville Police Department personnel records, awards, commendations through 08/03/20
Hello City of Asheville, NC Government (and APD),
I'd like to make a public records request for the following information:
1) Please provide the public personnel records for Asheville Police Department Captain Joel Silberman as well as Lieutenant Sean Aardema during the time period of April 01, 1991 - August 03, 2020.
2) Please provide all awards and commendations received, as well as any disciplinary actions against Captain Silberman and Lieutenant Aardema during their employment with the Asheville Police Department (during the time period of April 01, 1991 - August 03, 2020.
3) Please provide a list of all awards and commendations for all Asheville Police Department employees from April 1, 1991 - present (or date on which the query is performed).

It looks like Terry had informed you that award information is confidential personnel information and is not a public record. I’ve put in a request to have the two personnel files generated. Our software system does not automatically general these files, so they are manually compiled. Given that each record covers 19 or so years, it will take a good deal of staff time but we will get the information to you as best we can. Thank you for following up and for your patience.

At this point there is no clarity on the request’s estimated completion date, or what is taking so long for the request to be processed. Can you please let us know what is the specific reasoning for the delay, and whether that’s on the City’s end, APD, legal, etc. and when it will be completed?
