(August 2020) Request for “documentation relevant to training new supervisors at the Buncombe County Sheriff’s Department” 01/01/20 – 07/31/20
Hello Buncombe County, NC Sheriff's Office,
I'd like to make a public records request for the following information. These requests may possibly be more like informational type questions, and not necessarily “public records requests” - If so, please let me know, and kindly link to a public copy of any of the available requested info:
All responsive records requested should include the time period of 01/01/20 - 07/31/20:
1) Please provide any documentation related to the training structure for new Buncombe County Sheriff's Dept. supervisors. This includes documentation on the following:
A - What official training is mandated that a new supervisor undergo once promoted.
B - If on-the-job training is required.
C - What documentation or plan is given to the trainee to follow.
D - What mandated training occurs [inside] the department.
E- What mandated training occurs [outside] the department.
F- Length of time a new supervisor is officially trained.
G - Criteria to become a new supervisor trainer.
H - What official training structure is in place for people recently promoted.
I - How new supervisor training is documented.
J - Documentation, packets, or policies informing supervisors of what policies they should become more familiar with (sexual harassment, equal opportunity workplace, workplace investigations, OSHA, etc.)
K - What process is taken to validate this training and to evaluate familiarization with these policies.
2) The following questions are asking for numbers, not personnel information. If this portion of the request does not meet guidelines for information release, please fulfill the top portion of this request only:
L - Approximate number of newly promoted supervisors from January 2020 to July 2020.
M - Approximate number of newly promoted supervisors who have successfully completed their new supervisor training from January 2020 to July 2020.
N - Approximate number or percentage of newly promoted supervisors who have not complied, have required additional remedial type training, or who were demoted for failing to achieve proper training from January 2020 to July 2020.

We do not have any records responsive to this request. As the questioner says it is more of an informational type request.
Obviously we are in compliance with all annual in-service training requirements. Yes, we do rely on a significant amount of on-the-job training.
If they would like to contact me directly I am happy to try and answer these questions as best I can, however, there are a lot of caveats with these questions.
