(December 2025) Request for Winston-Salem/Forsyth County, NC Schools: Emails sent between staff, 01/01/25 – 12/05/25.

Good evening W-S/FC, NC Schools (Records Officer / Custodian(s) of these Records),

Please reply promptly to the following public records request, which I’m making in accordance with NC Public Records Law. https://www.ncleg.net/enactedlegislation/statutes/html/bychapter/chapter_132.html

SUBJECT:
(December 2025) Request for Winston-Salem/Forsyth County, NC Schools: Emails sent between staff, 01/01/25 - 12/05/25.

MESSAGE:
Please provide all emails sent between any W-S/FCS staff members during the period of 01/01/25 - 12/05/25. Specifically – emails regarding Custodial Services provided by SSC Service Solutions.

I am explicitly asking that you do not provide me with confidential or personally identifying information about students or their data (if that type of info happens to be contained in the responsive records).

** I’m simply requesting an electronic copy of an electronic record, if one exists. I’m NOT asking for the opportunity to come in person to “inspect”, nor to obtain a printed copy of, this electronic record. I’m requesting explicitly that any responsive info be provided to me via the electronic medium / electronic format (in which the copy of this record already exists). If you are unable to fulfill any or all parts of this request, please specifically cite where a reason for denial is justified under NC Public Records Law. **
————————————

Please note that by submitting this request, I’m NOT agreeing to pay any potential fees or associated costs related to my request. If it isn’t possible to process the request without incurring fees, then please let me know the itemized potential cost and clear explanations of those charges upfront, and DO NOT proceed until I respond.

By Law I’m not required to provide a name or address to associate with a public records request. However, in order to move things along I’d like to clarify that this request is being made by:

Sunshine Request
PO Box 17391
Asheville, NC 28816

The request has been sent solely by me and my email address [email protected] . If anyone other than that email address contacts you to pursue a similar request, it did not come from me. Please do not commingle or treat that as an alteration or cancellation of my request – I intend to continue to pursue my request.

Thank you for your assistance!

    Good afternoon,

This is my fifth and final attempt to follow up.

Under NC Public Records Law, your office is required to “promptly” process all public records requests. Essentially, this means that if you intentionally delay the fulfillment of a request by allowing it to “sit” until staff has availability to address it, or feels like answering my emails, then this could be considered a denial of a request. With this in mind, I want to highlight again the court case referenced in item #6 of the following article, posted on the NC Press Association website. In this instance: “The trial court held that an unjustified one-month delay in production of records was tantamount to a denial”. http://www.ncpress.com/stories/a-bakers-dozen-for-2022nc-public-records-law,2390

Having made reasonable attempts to follow up since February 12th, and having received no response at all — I will now mark this request as having been “Denied” by your organization.

    ~ The Sunshine Request Team

    ** Editor’s Note to Sender:

This info. comes from our FAQs page:

Who should I contact if I think there are results of requests that have been improperly disclosed or should be redacted?

The results of all Completed requests are published on our site, and have been provided to Sunshine Request directly by the disclosing government agency (government entity).

Sunshine Request’s policy in situations involving an alleged improper disclosure is to refer you to the disclosing agency (government entity). If any party feels that an alleged improper disclosure has taken place, please contact the disclosing agency (government entity) directly.

If the disclosing agency, after a review of your case, determines that confidential information was improperly disclosed, and notifies us of such disclosure, we will then be able to review your case.

Similarly — Sunshine Request has reviewed any info given to us from the WS/FC Schools to determine if it satisfies the initial request. We make no claim as to the veracity of records / responses we receive from Entities. If you have reason to believe that WS/FC Schools has improperly disclosed (or is not disclosing) all available public records in accordance with NC Public Records Law, we encourage you to reach out to them directly.

Thank you for using Sunshine Request!

    Good afternoon,

I submitted the following public records request on December 15th:
(December 2025) Request for Winston-Salem/Forsyth County, NC Schools: Emails sent between staff, 01/01/25 – 12/05/25.

The last response I received from Evan was on February 12th:

“… I will reach out to our team on this matter to see where they are fulfilling your request.
Again, due to the scope of your request, it takes time to review the information to determine if any redactions need to be made prior to sharing the information with you.”

I acknowledge it takes time to review or redact emails (depending on the volume of responsive records identified). However, I’ve asked repeatedly that you provide an update on where you are in that process, so I know the request is actively being worked on, and you aren’t delaying its fulfillment by allowing it to “sit” until staff has availability, or feels like replying to my emails. As you know, an unjustified 1 month delay in the production of public records is tantamount to a denial.

    – I’m asking once again that you please specify how many responsive records you identified in your initial search, and how many are still left to review?
    – Rather than delay the request further by waiting until all emails have been reviewed as a whole — please produce the response records in batches as they’re ready.

    ——–

Having made reasonable attempts to follow up since February 12th, and having received no response — if I don’t hear back in 1 week, I’ll need to mark this request as having been “Denied” by your organization.

    Thank you.

Following up again on my previous messages. I have not heard back.

I submitted the following request on 12/15/25:

    Hi Evan,

This is my final attempt to follow up regarding the records request I submitted on 12/15/2025:

(December 2025) Request for Winston-Salem/Forsyth County, NC Schools: Emails sent between staff, 01/01/25 – 12/05/25.

I have not received a response to my emails on Jan. 22 or Feb. 05.

Under NC Public Records Law, your office is required to “promptly” process all public records requests. Essentially, this means that if you intentionally delay the fulfillment of a request by allowing it to “sit” until staff has availability to address it, or feels like answering my emails, then this could be considered a denial of a request. With this in mind, I want to highlight the court case referenced in item #6 of the following article, posted on the NC Press Association website. I’d like to ask again that you please provide an anticipated date or timeline for the completion of my request. I understand emails take time to review, redact, etc. However, at this point it would be helpful if you indicate where you are in that process, or how many files you have left to review.

Having made reasonable attempts to follow up since January 22 — if I don’t hear back by Feb. 21, I’ll need to mark this request as having been “Denied” by your organization.

    Thank you.
