I would like to make a public records request for the following information:
Please provide a spreadsheet containing arrests within Graham County, North Carolina from 01/01/18 - 12/31/19. This should include approximate location, type of arrest (drug arrest, robbery, etc), time, date and arresting officer (or ID number, whichever is easiest).

Thank you for your reply!
Regarding your recent statement – “We have provided you with the requested information. It is up to you to remove what parts you do not want and it is up to you to put it in the format that you want. We have satisfied your request.”
We assume you’re alluding to the fact NC Public Records Law doesn’t require your office to create new records or formats that do not already exist. However, that is not the reason we’ve been following up about the request.
Since June 01, 2020 we have followed up with various email addresses we’ve been directed to in regards to Edward’s response to us in May (about the original request sent January 23, 2020. Also found here).
Respectfully – it is not accurate to say that we’ve been provided with the responsive records requested. Not only did we receive numerous additional fields that we did not request, but also we weren’t even provided with all of the fields that were requested.
The public records request sent in January asked for the following:
“Please provide a spreadsheet containing arrests within Graham County, North Carolina from 01/01/18 – 12/31/19. This should include approximate location, type of arrest (drug arrest, robbery, etc), time, date and arresting officer (or ID number, whichever is easiest).”
To reiterate – that requested info was:
– Approximate location (of the arrest)
– Type (of arrest)
– Time (of arrest)
– Date (of arrest)
– Name of arresting officer (or officer ID number)What we received instead from Edward on May 21 was a 216 page .pdf called “Booked During Period – Media Report From: 1/1/2018 00:00 to 12/31/2019 23:59” containing only the following:
– Name (of the person charged)
– Address (presumed home address, of the person charged)
– Age (of the person charged)
– Booked On (date)
– Released On (date)
– Charge Description
– Charge Status
– (Case) ID Number
– Date SentencedSunshine Request does not fulfill requests for police reports, calls for service, or criminal / arrest type records for a single individual, incident, or address. We will not publish individual’s names and addresses which may be personally identifiable related to arrests, on our site.
It is clear that the original request did not ask for the unnecessary (and personally identifiable) additional fields as provided by Edward. Additionally, of the fields that were requested, the only responsive records we actually received were the Type (description) of arrest, and the Date of arrest. There were no other records provided for the Time (of arrest), Approximate location (of the arrest), or Officer name (or officer ID).
Moreover – It is clear that the intention of the original request was not to ask for the names of individuals, their personal addresses, or case numbers etc. It was simply a data request for the Time, Date, Approximate location (block level), Type of arrest, and Arresting officer, for all arrests made by Graham County, NC from 01/01/18 – 12/31/19.
Please let us know if you are now able to provide the records as originally requested in January. If you are unable to fulfill this request, or it is not possible to query the data in a manner that can satisfy what has been requested, kindly let us know. Also, if you will be denying the request, please provide us with a copy or documentation of any policies within your office as well as NC Public Records Law which will justify a reason for denial. We’ll post this information on our website for our users.

I went back through the original emails regarding this request prioir to my taking office and discovered where then Captain Edward Cable of our Detention Center responded to your request providing all the requested information we had. You then replied back telling everyone that this was too much information and ask us to remove and revise it.
We have provided you with the requested information. It is up to you to remove what parts you do not want and it is up to you to put it in the format that you want. We have satisfied your request.

We originally sent this request back in May and we got a reply from Edward Cable. The document he provided had the following fields: Name, Address, Age, Booked / Released date, case ID Number, Charge Status, Charge Description, Date Sentenced. The requested fields were only “… approximate location, type of arrest (drug arrest, robbery, etc), time, date and arresting officer (or ID number, whichever is easiest).”
We’d like to ask that you revise and only provide the specific fields of information listed in the original request, removing the additional personally identifiable information. We also believe that the request for “ID number” relates to the “Officer ID number”, rather than the case ID number.
It would be best to provide this using a spreadsheet format, if that’s possible.
