Please reply promptly to the following public records request, which I’m making in accordance with NC Public Records Law. https://www.ncleg.net/enactedlegislation/statutes/html/bychapter/chapter_132.html
A. Please provide a list of all employee names, position / title, department, and the amount of salary increase (in either a percentage or total dollar amount increase) for the “Employee Market Study Results”, as enacted at the December 3rd Iredell County Commissioners Meeting. Ideally, I’d like to receive the responsive records in a PDF, Excel, or other machine-readable format. If any / all of this info is already publicly available online, please provide a link to where it can be accessed.
B. Additionally, can you please provide the electronic copy of the Meeting Minutes from the 12/03/24 Commissioners meeting? I found the agenda, but cannot locate the Minutes anywhere online or on your website.

When I did not hear back, I followed up within your records portal on February 12th. When I still did not hear back, on February 26th I followed up via an email to Beth Milton, Rodney Harris, Sandra Gregory, and Susan Robertson. In response, I received the following from Karen on March 6th:
“Good Morning! Sandra Gregory, former HR Director for Iredell County retired … last day was 1/31/2025. We thought the County Manager was receiving Ms. Gregory’s e-mails, and she thought myself or another Division Manager here in HR was receiving them. Neither of us were. So, I had our IT Department forward me Ms. Gregory’s message today, and I saw your County Records Request dated 2/12 and 2/26. I will be happy to work on this for you, but can you clarify what’s needed please? The request says increases for the Market Study … the Effective Date of our Pay Study was 12/12/2024 … not 12/3/2024 … it asks for salary increases. So, there were increases from the Pay Study, then a 2% Salary Scale Adjustment on top of the Pay Study increases. Do you want actual salary amounts, or the actual %’s of increases for everyone? Some did not get increases from the Pay Study, and just received the 2% Salary Scale Adjustment. Also, the 12/3/2024 meeting minutes should probably come from the Clerk to the Board, John Bess … as I would not have that information in HR.”
I believe that the pay study results were “approved” by the Board of Commissioners at their 12/03/24 meeting. However, as your meeting minutes are not available online, I cannot confirm that date. Based on what you’re asking / stating about the dates I mentioned in my initial request, however, I will now amend my request to read as follows:
A. Please provide a list of all employees who received a salary increase related to the “Employee Market Study Results” [Pay Study] effective 12/12/2024, or who received a 2% “Salary Scale Adjustment” effective 12/12/2024.
– Please include employee first / last name, position / title / department, and the amount of their salary increase (please provide the percentage of increase, as well as the total dollar amount).
B. Please provide the electronic copy of the “Meeting Minutes” from the 12/03/2024 Commissioners meeting. I found the agenda on your website, but not the meeting Minutes.

———-FYI. I happen to have two completely separate records requests currently open with the County. When you’re referring to Beth in your second email, that is about a different request. (# R000141-071924). It was submitted on July 19, 2024. Most recently, I did receive something from the County Records email address two days ago, but I haven’t posted it on our website yet, and I am still trying to review those documents. I will likely be following up about that later this week.
I’d like to please keep discussions about that request separate from the Market Study request you’ve written to me about in your first email today. It can become very confusing discussing two different requests within one email thread, and we post all of those discussions publicly on our website.
