[July 2019] Request for Buncombe Sheriff’s Office Promotional Policy

Hello!

We would like to request a copy of the current, if any, promotional policy of the Buncombe County Sheriff's Office. Additionally, we would be interested to know if there are any requirements to be promoted to a supervisory position. Would you please also provide a list of persons promoted since Sheriff Miller took office?

In the past, it is our understanding that the promotional policy consisted of a candidate having to meet specific Minimum Requirements (years of service, training hours, advanced certifications, etc), Oral Board Interview, Written Examination, and a Practical Examination/Test.

Are any of these procedures currently in place? If not, how are persons selected for promotional opportunities (outside of the the Sheriff's Command Staff)?

    There is not a promotional policy document. If we have an open position then that will be announced internally and/or advertised publicly on the Buncombe County website. Sheriff Miller did choose his command staff upon entering office and reorganized/filled some positions at his discretion. He also brought in Chief Deputy Don Eberhardt to fill that role, he was in the position of Captain at the APD previously; and Major Daryl Fisher to oversee Patrol, he was previously retired from APD at the time.

     

    Yes, there are minimum requirements to be promoted to a supervisory position. Continuing education credits, training credits and years of experience are calculated on each candidate prior to the interview process for an open position.
