(July 2020) Request for “History of Ownership of Memorials Located on the ‘Old Courthouse Square’ in Shelby, NC”

Hello Cleveland County, NC Government Attorney’s Staff,

I’d like to make a public records request for the following information:

I believe that there is some confusion over the ownership of various monuments and memorials located on the County property at 103 South Lafayette Street (the "Old Courthouse Square," now the "Earl Scruggs Center") in Shelby, NC.

Please provide a clear chain of title going back to 1900 for all the monuments and memorials at this location (including, but not limited to, the Confederate soldier statue, which was erected in 1906). I believe that this chain of title may be housed locally in Shelby, NC.

If possible, please deliver this chain of title in a PDF format. Please provide the most responsive records as of 07/15/2020.

    The following information is provided in response to your July 13, 2020 request. There are no chains of title for monuments. Any property records relate to the land on which the monuments sit, not the monuments themselves. All property records are available physically in the Cleveland County Register of Deeds office, or online through the Register of Deeds or on the Cleveland County GIS by searching for Parcel 17081, which is the parcel number for the courthouse square.
