(July 2023) Request for Alexander County, NC Government: Information about most recent “salary survey”

Hello again Sylvia (or Alexander County Records Officer),

Please reply promptly to the following public records request, which is being made in accordance with NC Public Records Law.
Ref: https://www.ncleg.net/enactedlegislation/statutes/html/bychapter/chapter_132.html

** I’m simply requesting an electronic copy of an electronic record, if one exists. I’m NOT asking to come in person to inspect, nor to obtain a printed copy of, these electronic records. I’m requesting explicitly that any responsive info be provided to me via an electronic medium / format (in which the copy of these records should already exist).

I do not have any further clarifying info I wish to provide to narrow this request. If the request is unclear, or if you are unable to fulfill any or all parts of the request, then please specifically cite where a reason for its denial is justified under NC Public Records Law. **

- Please provide the results of the most recent salary survey that was conducted by Alexander County.
- Please provide the name of the company used, and how much the County paid to have the survey done.
- Please provide the time frame (dates) between when the work was commissioned and when the results were presented to the County.
- I’d also like to know which County personnel were responsible for obtaining the salary survey, as well as who the results were reported to afterward.

If any / all of this info is already publicly available online, please provide a link to where it can be accessed.

** By submitting this request, I am NOT agreeing to pay any potential fees or associated costs related to my request. If it is not possible to process the request without incurring fees, then please let me know the itemized potential cost and explanations for those charges upfront, and DO NOT proceed until I can respond.

By Law I am not required to provide a name or address to associate with a public records request, but in order to move things along I’d like to clarify that this request is being made by:

Sunshine Request
PO Box 17391
Asheville, NC 28816

The request has been sent solely from the email address [email protected] . If anyone other than that email address contacts you to pursue a similar request, it did not come from me or my Team. Please do not commingle or treat that as an alteration or cancellation of my request – I intend to continue to pursue my request.

Thank you for your assistance!

    Good afternoon,

The market study was ‘commissioned’ by then County Manager, Rick French, on March 3, 2022. The market study was completed on December 5, 2022 and submitted to the HR Director on the same date. The HR Director notified the Internal Management Team on December 20, 2022 that the study was complete and the results were reported to the Board of County Commissioners on December 22, 2022. Attached is a copy of the memo given to the governing body.

    Regards,

    Sylvia Turnmire

    HR Director

    Hi Sylvia,

I’m following up on my previous message from Wed, Aug 9, 7:11PM. I have not received a response.

The request I made called for the following items (in bold):

    – Please provide the results of the most recent salary survey that was conducted by Alexander County.
    – Please provide the name of the company used, and how much the County paid to have the survey done.

    These two items are completed.

    – Please provide the time frame (dates) between when the work was commissioned and when the results were presented to the County.
    – I’d also like to know which County personnel were responsible for obtaining the salary survey, as well as who the results were reported to afterward.

You’ve said that those two “… remaining requests for information are not provided for under NC General Statute 132-1.”

    https://www.ncleg.net/enactedlegislation/statutes/html/bychapter/chapter_132.html
    https://www.ncleg.net/EnactedLegislation/Statutes/PDF/BySection/Chapter_132/GS_132-1.pdf

Are you indicating that there are “no records that are responsive” to those two items requested?
Or, do you mean that these records do exist, but they’re exempted from disclosure for some reason? If that’s what you mean — then can you please cite specifically where this justification for a denial is written under the law?
Or, perhaps you just meant that the remaining two items are unclear as written, and cannot be fulfilled without being clarified? If that is the case — then please specify so that I know how to reword the request moving forward.

    Thank you!
