To clarify our response per our Board attorney, we have provided you all of the information that is required to be kept for each employee pursuant to G.S. 115C-320 (attached for your reference). Relevant to your request, this statute requires:
(1) Name.
(2) Age.
(3) Date of original employment or appointment.
(4) The terms of any contract by which the employee is employed whether written or oral, past and current, to the extent that the board has the written contract or a record of the oral contract in its possession.
(5) Current position.
(6) Title.
(7) Current salary.
(8) Date and amount of each increase or decrease in salary with that local board of education.
(9) Date and type of each promotion, demotion, transfer, suspension, separation, or other change in position classification with that local board of education.
The information provided to you was all the information required to be kept as to each of these items concerning current employees; to the extent that these employees were employed by Transylvania County Schools during the 2018-2019 school year, their positions at that time can be determined by date of promotion, etc.; their respective salaries can be determined by each employee’s salary history. In essence, the documents provided to you were as responsive as possible to both requests. If your request was seeking a stand-alone document for all employee data as of a certain date, that is not a record we are required to keep and no such record will be created in response to a public records request. If you have questions about particular employees’ job or salary histories that is not contained herein, that information may be available on a case-by-case basis, but is not required to be maintained in a public document.

There wasn’t a specific subject in your email, so we will assume your email is a response to one of two open records requests we submitted to Transylvania County recently:
1. (June 2020) Request for Transylvania County, NC Schools employee pay and benefits as of 10/15/2018 (also found here).
The request asked for “….all salaries and benefits for all salaried, full-time, part-time and any contracted employees of Transylvania County Schools as of 10/15/2018” (and should include the following: First name, Last name, Position title, Department, Annual salary / benefits given, Hours worked weekly / yearly, First date of employment with Transylvania County Schools. The request asked for “…all salaries and benefits for all salaried, full-time, part-time and any contracted employees, as of January 1, 2020” (and should include the following: First name, Last name, Position title, Department, Annual salary / benefits given, Hours worked weekly / yearly, First date of employment with Transylvania County. Please provide this information in spreadsheet format (e.g. CSV) so that the information may be sorted).
Can you please confirm which request you’re referring to?
Additionally – The file you have provided only includes three fields of information: Name, check date, gross pay. Will the additional fields request be provided?
