(March 2020) Request for Town of Haw River, NC Financial Records (07/01/15 – Present)
Hello Town of Haw River, NC government,
I would like to make a public records request for the following information related to the Town of Haw River, NC. I respectfully request that these items be provided in PDF format if possible:
1. Audit Reports for Town of Haw River, NC for FY16, FY17, FY18, and FY19.
2. Departmental level financial statements (including balance sheet, revenues report, and expenditures report) for FY16, FY17, FY18, FY19, and YTD FY20.
3. Fund level financial statements (including balance sheet, revenues report, and expenditures report) for FY16, FY17, FY18, FY19, and YTD FY20.
4. All budget amendments made for FY16, FY17, FY18, FY19, and YTD FY20.
5. All vendor payments for FY16, FY17, FY18, FY19, and YTD FY20 (including fund/department/account classification for each expenditure).
6. A current and complete Fee Schedule as approved by Town of Haw River Town Council.
7. Please provide a list of all current full-time employees (by position name only, no individual names are being requested) along with their salaries, job descriptions, and what fund/department these salaries and benefits are being paid from.
8. A copy of any Town Ordinance that references "Finance Officer".
9. A current copy of the Town of Haw River Personnel Policy.
10. A copy of all contracts entered into during FY16, FY17, FY18, FY19, and YTD FY20.
11. All grant award letters and grant agreements/terms for grants received during FY16, FY17, FY18, FY19, and YTD FY20 (possibly already included in the request for contracts entered into).
12. All loan documents related to any current loans to/from Town of Haw River (possibly already included in the request for contracts entered into).

We’ve reviewed your response, and we would like to explicitly state both to your office, as well as to users on our site, that Sunshine Request (www.sunshinerequest.com) cannot commit to cover any fees associated with any public records requests received and sent through our site. For this reason, we cannot agree to cover any potential fees now or in the future, that could possibly be incurred related to the above request.

I am writing on behalf of the Town of Haw River (“the Town”) to the public records requestor (request made via email on Monday, March 9, 2020 at 2:55:00 PM).
The Town has very limited resources to conduct such an extensive request, especially one that requires the extensive use of information technology resources and clerical supervision that your request shall require.
Pursuant to G.S. § 132-6.2(b), we have determined that a special service charge will apply to this particular request, which represents the actual labor costs of personnel in providing the services required to comply. That special service charge is $3,000.00, which represents the necessary additional hourly salary or salaries for new employees to comply with this request.
Please provide payment as soon as possible so that we can obtain and allocate the necessary personnel resources and promptly comply with your request. Upon receipt of payment, we shall promptly continue our compliance with your request pursuant to North Carolina law. If we do not receive full payment of the special service charge within ten (10) business days of this message, we will assume that you no longer wish to pursue this request.
Please note that Town reserves the right to charge any additional actual costs of compliance pursuant to North Carolina law. As the work proceeds, if the Town believes that the actual costs of compliance with your request will exceed the initial special service charge of $3,000.00, the Town will assess an additional service charge with notice to your attention as soon as possible. If that occurs, the additional service charge will need to be paid before production of documents.
Additionally, direct contact information for the requestor would facilitate communication and expediency with regard to this request, and allow us to provide updates on the progress of this request. Please provide that information to me as soon as practicable.
