I'd like to make a public records request for the following information under NC Public Records Law

This really is “benefits enrollment season” with local government in North Carolina (remembering that the North Carolina government “year” is July 1, to June 30, and the enrollment is to get things ready to be in effect July 1), so I can tell you that our Human Resources people (who have this information) have been very busy.
I understood that the records I uploaded in the interim, while we both await the responsive to your request records from H.R., were not responsive in terms of time-frame to your request. Which is why I uploaded what I had (from a previous request) already. It wasn’t exactly what was requested (in terms of date), but it was as closed to what was requested I could get to until further information is received. When I receive it, I can assure it will be uploaded to the same folder (and you’ll get an email saying that it is uploaded). I have copied our H.R. director so that she can supply any updates on timing.

However, the records I’ve requested should all be responsive “as of the present day (date the query is performed in 2023)”, not September 2022 or “08/20/2022” (as the file name you shared would suggest).
FYI. I have also recently received another new request from someone in April, asking for this same salary info again. I would like to be able to submit that request, but, since you are actively still working to fulfill our previous one — I’m going to hold off sending you anything else until the March 2023 request is resolved.
Please let me know if you have an anticipated date of completion.

The problem is the request for “salary” for employees who are less than full-time (auxiliary deputies; part-time staff at recreation). Evidently this requires manual calculation. Plus it is the time just *before* benefits elections, so it is the heaviest season for HR.
All that said, I have done the following:
1) Asked them to continue and get the results as quickly as they can.
2) Added your email to a share file that I uploaded for Christian Smith at the Asheville Citizen-Times in August of last year. Admittedly it is not up to date, but it is the best I can get right now. In the shared folder is a .pdf of the county employees as of the date of the file (it was uploaded 9/01/2022, so shortly before then). And the numbers probably aren’t super far off. You should see another email from me sent from that shared folder, with a link you’ll click to access and download the file.
More later when I get it..

I will follow up again in a few weeks if I haven’t heard anything else before then.
——I do just want to note that you completed a similar request to this one for me in September 2021. Although, in that case the request only asked for employee names and base salaries. The request took 1 month to fulfill.
I’m sorry to hear you will need to look up the newly requested salary data for each of the 800+ employees individually. However, the type of salary info I’ve requested (Employee, Title, Salary, Hire Date) is widely regarded and consistently produced as a public record as part of the public personnel file of government employees. Many entities around the state have fulfilled a request like mine via email in 1 week, or in many cases 1 day.
We always like to encourage government entities to please consider creating a data dashboard with regularly updated salary info, or, to proactively make salary data public online in some format on a recurring basis — As it is in the public interest, and will save staff time. It’s possible that folks may want to request updated employee salaries on a monthly or semi-regular basis.
Perhaps something similar to what the City of Asheville, NC uses:

This request was forwarded to our Human Resources department when received. Since the information sought is not kept in a format distinct from information it is impermissible to disseminate under N.C. Gen. Stat. §153A-98, it takes time to collect (essentially a lookup into the records of each of the >800 employees of the County, then type the information into a single report). As I’m sure you already know, since the County’s Human Resources staff does not have dedicated personnel for this task, answering isn’t immediate.
The request was forwarded when received, and the information sought will be supplied when it is compiled. I am not aware of any redaction that will be required, given the requested information and the provisions of §153A-98.
