(May 2023) Request for Onslow County, NC Government: Documents referenced during 04/03/23 Commissioner meeting
Good afternoon Kevin (or Onslow County, NC. Records Officer), Julie, and Commissioner Scott,
I'd like to make another public records request for the following information under NC Public Records Law.

** I’m simply requesting an electronic copy of an electronic record, if one exists. I’m NOT asking to come in person to inspect, nor to obtain a printed copy of, this electronic record. I’m requesting explicitly that any responsive info be provided to me via an electronic medium / format (in which the copy of this record should already exist).
I do not have any additional or further clarifying info I wish to provide to narrow this request. If it is unclear or if you are unable to fulfill any or all parts of this request, please specifically cite where a reason for denial is justified under NC Public Records Law. **
This request is related to the Onslow County Commissioners meeting on April 03, 2023:

Around 1:40:30 in the meeting recording near the end of the agenda, Commissioner Scott held up what he called “a 48 page document ... of one of our former employees”, as well as “... [documents of] 5 invoices totaling $72,935.77”. He suggested that those documents should be verified with HR, County Manager, and discussed among “... the citizens and taxpayers of Onslow County”.
Please provide the copy of the "48 page document", as well as the "5 invoices totaling $72,935.77", that Mr. Scott held up on camera during the April 03 meeting.
If any / all of this info is already publicly available online, please provide a link to where it can be accessed.

I apologize if this is redundant to ask, but I’m still not 100% clear whether or not you’re saying the request has been completed.
The original request asked that you, “… Please provide the copy of the “48 page document”, as well as the “5 invoices totaling $72,935.77″, that Mr. Scott held up on camera during the April 03 meeting.”
You’re saying now that, “Onslow County staff have not been provided with the aforementioned document.” However, since you’ve already sent me the 5 invoices referenced by Mr. Scott, it is unclear why you wouldn’t also be able to access to the “48 page document” he mentioned as well.
To clarify further, I’m asking:
Is there really no record of any exchange or email containing this document, either sent to or from anyone within the County, including Mr. Scott’s County email address? It’s unclear how Mr. Scott came to obtain the printed 48 page document he held up during the meeting, but if it was obtained via a County owned account, then I expect that this can be located and provided as a matter of public record.Can you please explicitly state whether or not you’re literally saying that the County / Commissioner Scott does not have any record of the “48 page document” ? (I.E. “This record ‘does not exist’, and therefore this portion of the request cannot be fulfilled”).

To reiterate:

Just following up on the request above. Do you have any update on when you anticipate its completion?
In my opinion, I would assume that it should be fairly simple and quick to produce the requested documents, since Commissioner Scott already had them in hand when he held them up at the April 03 meeting.
——I have been continuing to receive new requests for similar information that will need to be submitted to Onslow County. However, for the moment I am holding off on submitting them, until there has been some resolution to the May 2023 request above.
If I do not hear back in a week, I will go ahead and submit my next records requests.
