NC County Schools incident reports 2013 through 2018

I would like to make a public records request for information pertaining to disciplinary incident reports for the following schools, for the 2013/14, 2014/15, 2015/16, 2016/17, and 2017/18 school years: Fairview Elementary, WD Williams Elementary, Black Mountain Primary, and Black Mountain Elementary.

I would like for the information provided to include the date of the incident, the incident number, students grade, behavioral codes, disciplinary actions taken, and the location of incident.

    Please know that students can still be identified through the requested information. Student records are confidential, protected under state and federal law, and are not a matter of public record.

     

    The discipline statistics in a school’s Improvement Plan (as referenced by this requestor) are their DPI defined ‘reportable offenses’. This is public data that is maintained by the N.C. Department of Public Instruction and can be viewed on their website.

    I’d like to resubmit the request for the following reasons:

     

    1. No personally identifiable information has been requested – FERPA protects students’ personally identifiable information (name, student ID, social security number…)

     

    2. All Buncombe County Schools post this information on their websites in the annual School Improvement Plan. I would just like to be provided the data listed as individual incidents instead of yearly totals.”
