    While we acknowledge that government entities are allowed to charge fees for processing requests, we would just like to note that we feel the estimated costs you’ve described do seem a bit excessive.

We cannot commit to covering any associated fees related to requests made through our site.     Dear Sunshine Request:

     

    The following is the estimated cost to fulfill your records request received on November 26, 2019. You requested any and all emails between January 1, 2016 through December 31, 2018, sent or received by any of the following employees: Douglas Lape, Helena Connors, Nancy Smith, Leeisha Williams, and Michael Christenbury containing the following search terms: “plate reader”; “plate readers”; “plate recognition” “LPR; or LPRs”.

     

    Once we received your request, we ran the search with the above mentioned employees and search terms for the time period requested. The total emails for the search resulted in 7,859 emails.

     

    Consistent with University Policy 605.8 (available at http://legal.uncc.edu/policies/up-605.8) and North Carolina Gen. Stat. § 132-6.2, UNC Charlotte has determined that the portion of your requests which constitute a public records request (7,859 emails) requires extensive clerical and/or supervisory staff time estimated at around 65 hours. As such, your request is considered extraordinary and will incur a special charge at a presumptive rate of $18 per hour applied after the fourth hour of work (61 hours) on the request. The total charges for your public records request, not including copying costs (if applicable), is estimated at $1,098.

     

    If you would like us to continue with the review process, please let me know and remit 50% deposit of the estimated total in the amount of $549.00. Upon receipt of the deposit, UNC Charlotte will resume data extraction and compilation. The remaining costs will be billed once the review is complete. Any unused deposit will be refunded to you if the request is fulfilled in less time than is estimated. Please indicate whether you would like to refine or narrow your request for any remaining items in light of the potential cost, as this will certainly reduce the required labor deposit.

    We’ve received a new public records request via our website www.sunshinerequest.com for information that may be available in your office.

     

    I work for a website called Sunshine Request www.sunshinerequest.com. We built a site that makes it easier to make public records requests by filling out a simple form, and the results of any requests are posted on our site. This allows citizens to learn more about our local government, while saving staff from having to fulfill duplicate requests. If you have any questions about the project, please let me know, and I’ll be happy to answer.

     

    Please confirm receipt to let us know the request will begin processing, and if possible, please provide a rough estimate of when the request may be completed. We will plan on following up again around that time.
