I'd like to make a multi-part public records request for the following information under NC Public Records Law.

This is a 3-part request related to the NCDOI Bail Bond Regulatory Division:
1) Please provide all emails and other written communications [unspecified] sent To or From John Cable during the time period of May 01, 2017 through the present day (date the query is performed). This request is not subject specific – I’d like “ALL emails and written communications” during that time.
2) Please provide all phone records [unspecified] and texts from John Cable's state-issued cell phone 919-723-6374 or any other number used for his state-related business, during the time period of January 01, 2017 through the present day (date the query is performed). This request is not subject specific – I’d like “ALL records” during that time.
3) Please provide all BBRD Zoom or any other meeting recordings from May 01, 2017 through the present day (date the query is performed). If this information is already publicly available online, please provide a link where it can be accessed.
I am not requesting to come in person to inspect, nor to obtain printed copies of, electronic records. In accordance with NC Public Records Law, I’m requesting explicitly that all responsive records be provided via an electronic medium / format (in which the records should already exist), such as an email, file share, google drive folder, mailed flash drive if necessary, etc.

The last response I received was on June 11:
“… As you understand, your request was very large which produced an extremely high number of emails that needed to be reviewed. We have also run into some software issues while getting these emails converted to reviewable files. This has caused delays in processing your request. We still have tens of thousands of emails to review. We are unable to give you a timeline for completion.”
It would be very helpful if you can explain what the current plan is for reviewing these records, and when Legal expects that their review might be completed. I understand if that’s a hard estimate to provide, however, I’d like to know whether staff is working on this request “daily” or “weekly”, in order to complete it? I just need some idea of how long this process might take, whether that’s in weeks or months — then I will not have to follow up again until a time period you’ve specified.

It has been nearly two years since I submitted the request, and to this point I have not been given any indication of when it may possibly be completed, any timeline, etc. at any point.
I’d like to ask again, that you please provide me with some idea of the timing for my request’s completion. And, if there are any responsive documents you’ve already reviewed and prepared, please organize them and send the file to me via email so there is no further delay.
Having made all reasonable attempts to follow up, and having received no response in 2 months, if I do not hear back in 1 week I will mark this request as having been “Denied” by your organization.

Regarding the remaining items, we are still in the process of gathering the requested information. I do not have an estimated completion date.”This is my 4th and final attempt to follow up on the “remaining items” since Oct. 12, 2023. I have not received any response.
Under NC Public Records Law, NCDI is required to “promptly” process all public records requests. This essentially means that if you’ve intentionally delayed the fulfillment of a request by allowing it to “sit” until staff has availability to address it, or feels like answering my email, then this could be considered a denial of a request. With this in mind, I want to highlight again the court case referenced in item #6 of the following article, posted on the NC Press Association website.
