(October 2022) Multi-part request for Buncombe County, NC Government: List of “Conservation Easements” funding January 01, 2000 to present day
Good afternoon Buncombe County, NC Government (Records Officer),
I'd like to make a multi-part public records request for the following information under NC Public Records Law
Ref: https://www.ncleg.net/enactedlegislation/statutes/html/bychapter/chapter_132.html
Related to “Conservation Easements”.
A) Please provide an itemized list of all conservation easement funding from January 01, 2000 to present day (date the query is performed). The list should include the Amount Spent, Parcel ID, Property Owner, and the Source of Funds.
B) Separately – I’d also like to request that you please highlight the amount of funds that have been specifically allocated to Commissioner Terri Wells, Commissioner Wells’ family, or towards the costs associated with her land.
If any / all of this info is already publicly available online, please provide a link to where it can be accessed.

subject: RE: Records Request: (October 2022) Multi-part request for Buncombe County, NC Government: List of “Conservation Easements” funding January 01, 2000 to present dayHello Sunshine, Please see the attached for information about conservation easement projects that the commissioners have allocated funds to as of October 2022*, dating back to 2005 when the county first starting funding easements. Please keep in mind we are only tracking funds allocated by the Board of Commissioners. For awareness, transaction costs are granted to the conservation agency (land trust) to pay for the survey fees, legal fees, appraisal, etc., that make it possible to complete the easement process. The Easement Purchase funds go to the conservation agency to pay the landowners for only a percentage of the development rights they are giving up by completing a conservation easement.
b) No County funds have been allocated to Commissioner Terri Wells. In FY 2008, funding was allocated for property owned by Commissioner Wells’ father and her aunt. This conservation easement is held by Southern Appalachian Highlands Conservancy.
